마약류 수형자의 특징 및 이에 따른 치료적 정책 제안 (Characteristics of Narcotics Prisoners and Suggestion of Treatment Policies Accordingly)

초록

본 연구는 한국 사회에서 급증하고 있는 마약류 사범의 인구통계학적 특성과 약물남용 위험성을 심층적으로 분석하고, 이를 토대로 교정시설 내에서의 재활치료프로그램 및 교정시설 외부에서의 재활 지원 방안을 제안하는데 그 목적을 두고 있다.
이를 위해 1년 이상 마약 투약 경험이 있는 남성 수형자 90명을 대상으로 약물남용선별검사(DAST-10)를 실시하여 이들을 고위험군, 중위험군, 저위험군 3 집단으로 분류하였다. 각 위험군에 속한 수형자의 인구통계학적 특성과 약물관련 변인의 특성을파악하기 위해 기술통계를 산출하고 빈도분석을 실시하였다. 또한 약물남용의 심각도에 영향을 주는 변인을 알아보기 위하여 중다회귀분석을 실시하였으며, 약물남용 위험군에 따른 인구통계학적 특성과 약물관련 변인의 차이를 확인하기 위해 교차분석을실시하였다. 상관분석 결과 투약 기간과 범수 간에는 정적 상관관계, 진료 경험과 징벌 횟수 간에는 정적 상관관계가 지적되었다. 중다회귀분석 결과 범수는 약물남용 위험에 유의한 영향을 미치는 것으로 지적되었다.
이러한 분석 결과는 마약류 사범의 재범을 방지하고 사회복귀를 돕기 위해, 교정시설 내에서 심리치료 프로그램의 강화와 맞춤형 치료 접근이 필요함을 시사한다. 즉, 범수가 높을수록 약물 의존도가 높아지므로, 이들에 대한 집중적인 치료프로그램이필요하고, 치료를 위해 복용하는 약물의 기전에 대한 이해 등의 교육 내용도 포함해야한다. 이외에 교정시설 내에서 마약류 사범의 치료를 담당하는 인력의 전문성을 높이기 위한 교육도 필요하다.
교정시설 외부에서는 출소 후 마약류 사범이 지속적인 재활과 사회복귀를 지원받을수 있도록 민간 단체와의 협력이 필요하며 이를 위해 정부와 지역사회와의 긴밀한 협력이 요구된다.

영어초록

This study analyzes the demographic characteristics and the risk of drug abuse of drug offenders rapidly increasing in Korean society, based on this, the purpose is to propose a rehabilitation treatment program within the correctional facility and a rehabilitation support plan outside the correctional facility.
To this end, a drug abuse screening test (DAST-10) was conducted on 90 male prisoners with more than a year of drug administration experience, and they were classified into three groups: high-risk, medium-risk, and low-risk.
Descriptive statistics were calculated and frequency analysis was conducted to understand the demographic characteristics of prisoners in each risk group and the characteristics of drug-related variables. Also, multiple regression analysis was conducted to find out the variables that affect the severity of drug abuse, cross-analysis was conducted to confirm the difference in demographic characteristics and drug-related variables according to the drug abuse risk group.
As a result of the correlation analysis, a positive correlation was pointed out between the duration of medication and the number of cases, and a positive correlation was pointed out between treatment experience and the number of punishments. As a result of multiple regression analysis, it was pointed out that the number of offenders had a significant effect on the risk of drug abuse.
These analysis results suggest that in order to prevent recidivism of drug offenders and help them return to society, it is necessary to strengthen psychotherapy programs and customized treatment approaches in correctional facilities. In other words, the higher the number of crimes, the higher the dependence on drugs, so an intensive treatment program is needed for them, and educational content such as understanding the mechanism of drugs taken for treatment should also be included. In addition, education is also needed to enhance the expertise of personnel in charge of treating drug offenders in correctional facilities.
Outside the correctional facility, cooperation with private organizations is necessary so that drug offenders can receive continuous rehabilitation and social rehabilitation after release, and for this, close cooperation with the government and local communities is required.
