The Changes in the Urban Landscape of Samcheok and Historic Landscape Characteristics and Preservation of Jukseoru Pavilion and Osipcheon Stream

This study investigated the effects of urban landscape changes on landscape-value-centered cultural heritage located inside the city through Jukseoru Pavilion landscape in Samcheok. And by identifying major landscape elements for integrated preservation, implications for future preservation were derived. The landscape surrounding Jukseoru Pavilion has created a superb view as one of the Eight Views of Kwandong in harmony with the pavilion meandering Osipcheon Stream, cliffs and sandbanks. The major elements of this landscape are particularly well shown in the realview landscape paintings of the late Joseon Dynasty.
Therefore, in this study, major components constituting the realview landscape paintings were extracted to understand the landscape value of Jukseoru Pavilion and Osipcheon Stream and to extract future preservation factors. In addition, in order to understand the impact of urban changes in Samcheok on the landscape of Jukseoru Pavilion and Osipcheon Stream, a number of maps and an aerial photo were collected and analyzed to identify changes in the urban landscape of the city. Additionally, through field surveys, the current situation from various viewpoints extracted through realview landscape paintings was identified, and a comparative analysis was performed with the landscape contained in the paintings. And through this, the degree of change of major landscape components was identified, and the following implications were derived. First, in the formation of the landscape value of Jukseoru Pavilion, not only the architecture of Jukseoru but also the landscape elements of Osipchoen Stream play a very important role. Second, the landscape has undergone major changes due to Namsan Cutting Work and suspension bridge construction, but it is still largely intact and maintained. Third, changes in the shape of the sandbank due to the weirs installed in Osipchoen Stream or changes in the ecosystem of the stream will continue to occur in the future, and integrated conservation is required to minimize these changes. Fourth, the large-scale expo-related facilities that appeared in the process of urban change in Samcheok greatly impede the view from Jukseoru Pavilion. Planning and management at the level of nationally designated scenic site is an important task that must be continuously implemented in the future.
