초록

이승만의 조국통일론은 두 갈래의 흐름이 있다. 평화통일론과 북진통일론이 그것이다. 그러나 어디까지나 전자의 평화통일론, 곧 남북한 총선거 통일론이 주를 이루는 것이었고, 후자는 당시에 등장했던 남북협상론이나 주한미군 철수론 등에 대응하기 위한 정치적 제스처로서 제시된 측면이 강했다. 후자의 주장은 일면 평화통일론의 당위성을 제고 내지 보완하는 기능을 하기도 했다. 평화통일론은 건국헌법 제4조의 영토조항과 방어적 민주주의론에 기초를 두고 있다. 유엔 총회 결의 제112(Ⅱ)호와도 조화를 이룬다. 이 점에서 이승만의 남북통일 구상은 법치주의의 존중과 유엔과의 협력을 바탕으로 추진하는 것을 기조로 삼았다. 또한 그의 조국통일론은 확고한 안보에 토대를 둔 것이었다. 이승만은 체제안보를 위해 국가보안법을 제정했고, 군사안보를 위해 한미군사동맹을 법제화한 한미상호방위조약을 체결했다. 평화통일론의 골간(骨幹)을 이루는 ‘남북한 총선거 통일론’은 훗날 대한민국 정부의 공식 통일방안 수립에 있어 지대한 영향을 미쳤다. 곧 민족공동체통일방안에서 제시한 통일국가 수립절차의 밑바탕이 된 것이다. 이승만의 평화통일론은 물론, 현재 우리나라의 공식 통일방안은 모두 통일철학으로서 자유민주주의를 채택하고 있다. 그렇기에 ‘사상과 제도의 인정․존중’을 전제로 하는 북한의 연방제와 상용할 수 없다. 북한의 연방제안은 위장평화통일공세에 지나지 않기 때문이다. 생각건대, 우리 정부와 국민들은 이승만의 조국통일론을 재음미하고, 그로부터 시사점을 찾을 필요가 있다. 더불어 남북관계 현실에 맞는 통일·안보정책을 마련, 일관되게 실천해 나가야 한다.

영어초록

Syngman Rhee's doctrine of fatherland reunification has two main trends. One was the “doctrine of peaceful unification”(hereafter abbreviated as DOPU) and the other was “doctrine of unification of the two Koreas through northward movement”(hereafter abbreviated as DOUTKTNM). However, the former doctrine on the basis of unification by the general election all over the two Koreas were dominant to the end, and the latter doctrine was strongly suggested as a political gesture to respond to the arguments for inter-Korean negotiations and the withdrawal of U.S. troops from Korea that emerged at the time. The latter argument also served to enhance or supplement the legitimacy of the DOPU. The DOPU was based on the Territory Clause(Article 4) of the 1948 constitution for founding the ROK and the theory of defensive democracy. It is also in harmony with UN General Assembly Resolution 112(II) adopted in November 1947. In this respect, Syngman Rhee's plan for inter-Korean unification was based on respect for the rule of law and cooperation with the United Nations. In addition, his doctrine of fatherland unification was based on solid security. Syngman Rhee enacted the National Security Law for “system security” in 1948 and signed the ROK-U.S. Mutual Defense Treaty in 1953, which institutionalized the ROK-US military alliance for “military security.” The idea of unification by the general election all over the two Koreas, which forms the main frame of the DOPU, had made a profound influence on the establishment of the present official unification formula of the South Korean government. It served as the groundwork for the procedure for establishing a unified state proposed in the “Korean National Community Unification Formula” of 1994. All of ROK's official national unification proposals including Syngman Rhee's DOPU, adopt liberal democracy as a unification philosophy. Therefore, it cannot be harmonized with the North Korea's proposal for unification by federation scheme that presupposes ‘recognition and respect for ideas and institutions.’ This is because North Korea's federation proposal is nothing more than a disguised and peaceful unification offensive. I think, the ROK government and the South Korean people need to reconsider Syngman Rhee's DOPU and find implications from it. In addition, a unification and security policy suitable for the reality of inter-Korean relations must be prepared and consistently implemented.
