개발원조의 인식론적 전환을 위한 국제사회론: 국익과 인도주의의 이분법을 넘어서 (In Search of an Epistemological Transition for Foreign Aid in International Society: Beyond the Dichotomy of National Interests and Humanitarianism)

초록

본 연구는 기존 연구에서 개발원조를 바라보는 시각이 국익 중심 내지 인도주의 중심으로 양분되어 있다는 인식론적 한계를 비판하고 이에 대한 대안적 시각으로 국제사회론에 기초한 통합적 인식론을 제시한다. 통합론 인식론은 국익과 인도주의가 상호 배타적인 관계가 아니라 상보적인 관계를 형성하고 있다는 의미로 두 시각 모두 다분히 현실주의적 시각이라는 공통분모를 공유하게 된다. 이러한 상보적 관계는 국제사회론에서 제공하는 방법론적 다양성, 즉 질서와 정의를 공존시키고 상호 보완적인 관계로 발전시켜 국제체제의 사회성을 재현할 수 있도록 이론적 스펙트럼을 확장하는 데에 기초한다. 이는 국제사회론 내부의 분화로 이어지며, 다원주의와 연대주의가 각각 질서와 정의를 대표하여 궁극적으로는 국익과 인도주의가 상호 소통하며 공존하는 것을 강조한다. 기존의 개발원조에 대한 이분법적인 사고의 전환이 필요하며, 이는 현실주의에 기반한 다원주의를 상수로 상정하고 연대주의 성향의 편차를 강압적·합의적 방식으로 이원화하여 다원주의와 접목하는 통합적 인식론으로 전환하는 것을 의미한다. 연대주의와 다원주의의 강압과 합의에 대한 분석은 푸코의 통치성과 구성주의적 사회학이론의 통약성을 중심으로 국제사회 내부의 위계적 권력정치가 제도화되는 과정을 설명한다.

영어초록

This study is aimed to propose a new integrated epistemology for how to perceive the purpose of foreign aid via English school’s international society, which results from a fundamental critique on the crude dichotomy of existing scholarly perceptions on international development - national interest-centered or humanitarianism-centered. The integrated epistemology demonstrates that both national interest-centered and humanitarianism-centered approaches are not absolutely mutually exclusive and share a realistic perspective as common ground to some degree for further integration. Such a complementary relationship is based upon the international society’s methodological plurality which not only allows justice and order to be co-existing and mutually reinforcing, but also contributes to promoting the social among states in international system. Given that international society can be internally divided into pluralism sustaining its order and solidarism creating its justice, this study acknowledges that the terms of the order/justice debate in the tradition of the English school comes to reflect a greater solidarist ambition and its close connectedness pluralist resistance. At the same time, it also accepts that there is a revitalization of the liberal vision that order cannot be sustained without justice and both are mutually supportive of peaceful co-existence. Overcoming the irrelevant dichotomy of epistemological approaches to international development necessarily requires an integrated form of knowledge, which can be forged by grafting solidarist consciousness pronged with coercive and consensual solidarisms on pluralist approach equipped with realist concerns about development aid. Furthermore, a detailed analysis of coercive and consensual solidarism, which can explain the process of a hierarchical order among states within international society, is undertaken by mobilizing a series of sociological methodologies such as the Foucaultian governmentality, commensuration theory, and institutional isomorphism.
