국회의 경찰예산 심의 내용의 실증 분석 -행안위, 예결특위 회의록 분석을 중심으로- (Actual Analysis on Congress Police Budget - Analysis focused on the records of Public Administration and Security Committee and Special Committee on the Budget Accounts Police Budget -)

초록

이 논문은 경찰청 예산에 대한 국회의 행안위, 예결특위의 심의에서 위원들의 경찰업무에 대한 질의 분야와 질의경향은 무엇이며, 어떠한 질의지향(의도)을 나타내고 있는지, 여, 야간에 어떠한 차이가 있는지, 또한 이러한 분석의 함축적 의미는 무엇인가 하는 의문에서 시작된다. 이에 2006년~2010년도에 심의된 국회 행안위와 예결특위의 경찰청 예산에 대한 심의내용을 표본으로 하여 내용분석 방법으로 분류, 연구 분석하였다.
연구분석 결과, 기초분석에서는 행안위와 예결특위의 경찰예산에 대한 질의는 국민생활안전관련 예산, 경찰행정지원, 경비, 범죄수사의 순으로 나타나 질의의 횟수가 예산의 프로그램별 총액에 비례하기보다 국민들의 체감적 치안활동과 관련된 예산부문에 질의가 몰리는 것을 발견하였다.
두 번째로, 예결특위는 경찰행정지원, 경비, 국민생활안전의 순으로 질의빈도가 높은 반면에, 행안위에서는 국민생활안전, 범죄수사, 경찰행정지원의 순으로 나타났다. 예결위가 본연의 임무인 예산에 의한 경찰청 통제에 보다 중점을 두었다면, 행안위는 국민생활에 직접적으로 관련된 민생현안과 관련된 예산에 더욱 큰 비중을 두어 질의한 것으로 분석되었다.
세 번째로 상임위는 사업 지향적, 예결특위는 재정관리 지향적이라는 선행 연구결과들과는 달리 행안위와 예결특위 모두가 사업 지향적인 것으로 나타났다. 이러한 연구결과는 상임위와 예결위가 차별적인 기능성과 상호보완의 효과를 구현하고자 하는 현재의 국회법의 입법취지와도 배치되는 결과로 해석되었다.
네 번째로 질의분야와 질의지향의 관계를 분석한 결과 인건비나 기본경비보다도 예산의 증액 탄력성이 큰 사업비 분야에서 사업 지향적 질의가 많은 것으로 나타나 국가 전체 예산에 비해 경찰에 투입되는 예산이 매우 부족하다는 인식을 위원들이 공감하고 있고, 이를 개선하기 위한 적극적인 질의가 나타나고 있다고 분석되었다.
다섯 번째로 여, 야간의 차이를 분석한 결과 질의분야에서는 여, 야간에 별다른 차이가 없었지만, 질의지향에서는 여당위원은 사업 지향적, 야당위원은 재정관리 지향적 또는 예산외 사항에 대한 질의가 많았다. 하지만 여당위원은 예산안의 정당성과 불가피성, 예산을 사수하려는 시도만 존재할 뿐 예산안에 대한 평가 및 예산규모의 적정성에 대한 평가 등은 거의 없어 예산심의를 형식화 시키고 있었다. 또한 야당은 정치, 이념문제 등과 같이 예산과 직접 관련이 없는 광범위한 분야에 걸쳐 질의를 하고 있어 이에 대한 개선과 함께 보다 발전적인 예산심의 행태의 패러다임이 요구된다고 평가할 수 있었다.

영어초록

This Paper discusses about the following implications; Congress Public Administration and Security Committee on Police Budget, of what intentional questions the core budget of Special Committee on the Budget Accounts concentrates and quality intentions show among the police services, as well as, the difference on the ruling and the opposition party.
The paper was classified and analyzed through Content Analysis Method using specimen from core details on the police budget of Public Adminstration and Security Committee and Special Committee on Budget Accounts from year 2006 to 2010. After analyzing the data, for questions on Police Budget of Public Administration and Security Committee and Special Committee on the Budget Accounts are National Safety related budget, Police administration support, Expenses and Criminal Investigation in order, the number of questions are driven to degressive public order activity of the nation rather than proportionating to the total budget on different programs.
Second, compared to Special Committee on the Budget Accounts showing a lot of debates on police administrative support, expenses, national life safe in order, the Public Administration and Security Committee shows national life safety, criminal investigation, police administrative support in order. If the Special Committee on the Budget Accounts relatively put importance on the control of police budget as its main duty, the Public Administration and Security Committee discusses more on budget and welfare issues directly related to national life.
Third, both Public Administration and Security Committee and Special Committee on the Budget Accounts shows that they are project cost-orientated while the Standing Committee being project cost-orientated(intentionally) and Special Committee on the Budget Accounts as financial management-orientated, unlike the previous research.
Fourth, analyzing the results on relationship of inquiry field and inquiry-oriented(intention), higher flexibility on budget shows in large areas of project cost compared to labor and basic expenses. The Committee agrees that the police budget is in shortage compared to the whole nation's budget and actively debate on it for improvement.
Lastly, in questioning the difference between the ruling and opposition party, there wasn't much difference shown but there were questions as to ruling party are project-cost based and opposition party as financial management based in different budget details. In the ruling party, the legitimacy and inevitability of budget, they only attempts to receive the budget don't have legitimate evaluations on the budget and its budget-size letting them to be questioned. Also, in the opposition party, their budget isn't related on politics issues but is only set in a broad scale. I have concluded that a new paradigm is needed to modify and improve on the budget review.
