시민운동지표로 살펴 본 한국의 환경운동의 현황과 과제 (The Current Status and challenges of the Korean Environmental Movements Reflected on the CAI)

초록

1982년에 출범한 한국의 환경운동은 타 영역의 시민운동에 비해 10년 이상의 시민운동의 조직적 know how를 축적할 수 있었기에 1987년 이후 87체제의 출범과 안정화에 중심적 역할을 하였다. 시민운동은 1990년 초 이후 현재까지 한국의 민주화를 선도했고 환경운동은 시민운동의 중심에서 그들에게 주어진 이중 과제를 훌륭하게 수행하였으며, 사회적 영향력도 확대할 수 있었다. 그러나 정부는 환경정책에 대한 정당성과 신뢰의 확보를 위해, 환경운동은 거버넌스를 통한 영향력 확대와 당면한 재정 부족현상을 해결하기 위해 제도화를 추구했으나 제도화는 환경운동의 역량을 강화시키기 보다는 오히려 약화시키는 요인으로 작용했다. 위기의 환경운동은 CAI 조사에서도 그대로 투영되고 있다. 내부 역량과 관계되는 지표와 거버넌스 지표 모두가 다른 분야의 지표에 비해 매우 낮게 나타났기 때문이다.
한국 환경운동의 구조적 문제는 취약한 재정 구조, 불안한 세대교체, 부족한 전문성, 갑과 을 관계의 거버넌스로 나타나고 있다. 이러한 취약성은 제도화가 고도화될수록 심화되어 왔다. 그러므로 필자는 다음과 같은 대안을 제시했다. 환경운동의 지속가능한 생존법 찾기, 둘째, 현명한 운동과 정당과의 분업, 셋째, 한국의 시민사회가 요구하는 시대정신에 대한 이해, 기존의 녹색당과 다른 시민정당의 창당 등이다. 정당은 대의제 민주주의 체제하에서 기존의 제도를 재구성할 수 있는 거의 유일한 정치적 기회이기 때문이다.

영어초록

The Korean environmental movements, founded in 1982, were able to accumulate organizational know-how of Citizens-Movements, almost 10 years before than any other group.
Therefore, they played a central role at the establishment and stabilization of the “87 regime” after 1987. Since the early 1990s, the citizen’s movement led the democratization process of Korea. The environmental movement took an important part in this movement and could so expand their social influence by fulfilling dual tasks.
The governmental approach to gain legitimacy and confidence on environmental policies and the attempt of the environmental movement groups to get more social influence and to milder their financial situation trough governance, led to the institutionalization of the environmental movement. But the institutionalization doesn’t increase the capacity of the environmental movement. It rather caused the opposite.
This is also reflected at the CAI Index. The index related to the capacity building of intern and the index of governance both appear at a lower level comparing to the other indexes.
The structural problems of the Korean environmental movements are the results of weak financial structures, incomplete generational shifts, lack of professionalism, and subordinate governance. These problems are increasing, the more the institutionalization took place at a higher level. Therefore the author suggested the following alternatives: First, there has to be a way for sustainable existing. Second, a wise division had to take place among environmental movements and political parties. Third, there must be an understanding of the zeitgeist(time spirit), which is demanded to the Korean citizen’s movement. Finally, other political party is needed, which differs from the existing green party. This is because the party is the only political chance to reorganize the institution under the representative democracy.
