자치경찰로의 변화에 따른 치안만족도 혁신 방안 (Innovation Plan for Citizen’s Satisfaction Survey on Police according to the Change of Autonomous Police System)

초록

경찰행정의 환류수단으로써 치안만족도는 매우 독특한 위치를 차지하고 있다. 조직 및 인사관리적 측면에 있어서는 새로운 성과평가지표로서 전통적 범죄통제지표의 한계를 극복하고 국민만족도를 고취시키기 위한 대안으로 그 기능과 중요성이 인정되었다. 그러나 자치경찰제도의 도입으로 인해 국가경찰제도하에서 이루어지던 치안만족도 설문이 과연 변화된 치안환경을 반영하기에 적합한가에 대해서는 의문이 남아 있다.
이 연구는 자치경찰제도를 본격적으로 출범시킨 우리나라 치안만족도의 혁신방안을 모색하기 위해 현재 설문문항에 대해 분석하고, 자치경찰제도를 운영하고 있는 여러 해외 국가들의 사례와의 비교를 통해 개선방안을 제시하였다.
첫째, 치안고객으로 국한되어 있는 현 조사대상을 확장하기 위해 우리나라와 행정지역 단위의 구분이 유사한 일본 경찰의 사례와 비교하여 일반 국민 또는 지역 주민 전체를 포함하는 모집단 확대와 이에 맞는 표집방법의 변경을 제안하였다. 이를 통해 설문조사 운용은 전국단위로 실시하되, 문항은 자치경찰이 직접 고를 수 있도록 하는 절충안을 제안하였다. 둘째, 국가경찰제도하에서 전국 공통으로 평가할 수 있는 문항을 개발하는 데 초점이 맞춰진 현 설문문항의 문제점을 지적하고, 영국과 미국, 뉴질랜드와 일본 경찰의 치안만족도 설문을 예로 들어 지역사회의 특성을 치안행정에 반영하기 위한 새로운 설문문항 개발을 제안하였다. 셋째, 조사대상이 확대될 경우 발생할 수 있는 기존 조사의 주관식 문항이 가지는 한계를 지적하고, 뉴질랜드 경찰의 사례에 비추어 구조적 피드백 문항의 개발을 제안하였다. 넷째, 설문주관기관의 전환에 대해 현재 우리나라 자치경찰제도의 과도기적 모습에 기인한 한계를 지적하고, 앞으로의 발전방향에 대해 제주자치경찰단 모델의 확대실시를 제안하였다.

영어초록

As a means of feedback for police administration, Citizen’s Satisfaction Survey occupies a very unique position. In terms of organization and personnel management, its function and importance were recognized as an alternative to overcome the limitations of traditional crime control indicators as a new performance evaluation indicator and to inspire public satisfaction. However, due to the introduction of the autonomous police system, questions remain as to whether the citizen’s satisfaction survey conducted under the national police system is appropriate to reflect the changed policing environment.
This study analyzes the current survey questionnaires in order to find innovative ways to satisfy the security of Republic of Korea, which launched the autonomous police system in earnest. And improvement measures were suggested through comparison with cases of several foreign countries operating autonomous police systems.
First, in order to expand the current research target, which is limited to policing customers, we compared it with the case of the Japanese police, which has a similar division between Republic of Korea and the administrative area. It was proposed to expand the population to include the general public or all local residents and to change the sampling method accordingly. Second, it points out the problems of the current questionnaire, which is focused on developing questions that can be evaluated nationwide under the national police system, and takes the public safety surveys of the British, United States, New Zealand, and Japanese police as an example to examine the characteristics of local communities. It was proposed to develop a new questionnaire to reflect it in the administration. Third, it pointed out the limitations of the subjective questions of the existing survey, which may occur when the subject of investigation is expanded, and suggested the development of structured feedback questionnaires through the case of the New Zealand police. Fourth, the limitations of the transitional state of the current autonomous police system in Korea were pointed out for the conversion of the survey authority, and the expansion of the Jeju Municipal Police model was suggested for the future development direction.
