필지경계를 세계측지좌표로 변환하기 위한 방법 연구 (A Study on the Method of Transforming the Parcel Boundary into the World Geodetic Reference System Coordinate)

초록

인공위성을 이용한 측지기술과 전자통신기술의 비약적인 발전은 위치범위를 국가별 영역에서 지구질량 중심의 3차원 좌표축을 원점으로 지구를 하나의 영역으로 변화 시키고 있다. 우리나라는 국가공간정보 인프라를 효율적으로 구축하고 환경변화에 능동적으로 대비하고자 제도적 기반을 마련하고 있지만 1910년도 토지조사사업 당시 지역(동경)측지계 기준으로 작성된 지적도를 지금까지 사용하고 있다.
지적도는 소유권의 범위를 가시적으로 표현하면서 위치에 관련된 정보를 제공하는 정보원자리에 있으면서 소유권 보호, 지적측량의 특수성을 이유로 사용자들에게 이용목적에 적합한 좌표로 변환하여 사용토록 함으로 산업분야에 어려움을 주고 있다.
지적도에 등록되어 있는 경계는 좌표변환 전․후와는 상관없이 등록할 때 기준점과 측정 각거리를 이용하여 지표상에 동일한 지점에 복원되어야 한다. 공공측량성과 세계측지계 전환 기술지침에서 제시하고 있는 방법으로 좌표변환을 수행한 결과 공통점이 변동되면 변환성과가 다르게 산출되는 문제점을 발견하였다.
본 연구에서는 경계점좌표등록지역에서는 관측각 및 측정거리를 이용하는 방법, 도해지역에서는 기지점 및 지상경계점 좌표를 이용하는 방법으로 세계측지좌표로 변환하는 방법을 제시하여, 장기적인 측면에서는 지적재조사 사업에 사용할 수 있어 비용을 절감할 수 있고, 국토의 96.7%에 해당하는 도해지적을 지속가능한 방법으로 수치화시킬 수 있다고 판단한다.

영어초록

The rapid development of geodetic and electronic communication technologies is turning the positional range classification on country-by-country basis into a global range in a 3D coordinate system that has the earth mass center as the origin. In Korea, institutional basis is being prepared to efficiently establish the national spatial information infrastructure and to positively take actions against the environmental changes, but the cadastral maps that were made based on the local (Tokyo) geodetic system at the time of the 1910 land survey are being used until now.
Cadastral maps are the sources of information that visualize the range of ownership and that provide the position-related information. Due to the unique characteristics of the cadastral survey, however, they have to be converted into the coordinates that are suitable for users, which is a serious industrial problem what should be solved.
The boundaries that are registered in cadastral maps have to be restored at identical positions using the control points and measured angular distances at the time of registration. And the changes of the boundaries should be managed historically. The coordinate system were transformed into the world geodetic reference system, according to the technical guidelines for the transformation of public surveying. There is serious problems which the transformation results are different when there are changes in the common points.
This study proposes a new method wherein the observation angles and measured distances are used in the areas that have registered boundary point coordinates, whereas the coordinates of known points and ground boundary points are used in the graphical map areas, for the transformation of boundaries into the world geodetic reference system. It is expected in the long term, the proposed method can be used in cadastral resurvey as a cost reduction method, and, thus, graphically registered land records that account for 96.7 % of the entire land can be digitalized in a sustainable manner.
