초록

2022년 5월 콜롬비아 역사상 최초의 좌파 연합 단일후보 페트로(Gustavo Petro)가 정권을 장악했다. 지난 20년 역내 좌파정권의 우세 속에서도 콜롬비아만은 오히려 가장 보수적인 우리베((Álvaro Uribe Vélez)정권이 등장했다. 콜롬비아의 정치는 거대 양당의 패권을 계승한 우리베-산토스(Jan Manuel Santos)-두께(Iván Duque)로 이어진 우리베주의(Uribismo)에 의한 정치였다. 페트로의 승리는 우리베주의의 몰락과 패권적 양당 헤게모니의 종말을 의미했다. 1948년 형성된 자유와 보수 양당은 소수 엘리트 중심의 정당으로서 식민체제로부터 유래한 특권유지 도구로 활용되었으며 다양한 이데올로기 출현을 제압하는 제도적 장치로 기능했다. 양당 엘리트듵은 패권이 바뀌면서 정치적 불안이 고조될 때 상호 정치적 제휴를 통해 위기를 극복해 왔다. 그 결과 콜롬비아의 양당은 보수일변도의 정치적 노선을 견지하며 강한 동질성을 유지했다.
페트로의 정치적 기반인‘콜롬비아에 의한 역사협정(El Pacto Histórico por Colombia)’당은 이데올로기 측면에서 이질적인 다양한 좌파정당과 사회운동조직의 연합으로 구성되었다. 그러나 페트로는 강한 리더십으로 이질적인 조직의 동질화를 이끌어내어 좌파진영 단일 후보로 정권을 장악했다. 또한 페트로의 런닝메이트 마르케스(Francia Marquez)는 아프리카계 후손으로서 빈곤과 불평등을 대표하는 태평양지역에서 유권자의 압도적인 지지를 획득하여 페트로 승리의 결정적인 역할을 담당했다. 페트로의 승리는 독립이후 견고하게 유지되어온 패권적 보수 양당체제의 현상유지(satus quo)에 대한 국민의 변화요구가 반영된 것이다.
본 연구는 이러한 변화에 주목하여 역내 최대 보수주의 국가로 성장한 콜롬비아의 최초의 좌파정권 등장 배경에 대해 고찰하고자 한다. 독립 이후 역내 국가와 다른 역사발전 경로를 통해 보수 일변도의 정치적 노선을 유지해온 콜롬비아의 정치사적 관점을 기반으로 좌파정권 둥장의 대내외적 배경에 대해 분석하고자 한다. 우선 지난 20년간 콜롬비아 정치의 근간을 형성한 우리베주의의 특징과 몰락과정을 살펴보고, 두 번째, 평화협정을 계기로 확산된 정치적 양극화와 사회적 갈등에 대해 고찰한다. 세 번째, 유능한 좌파정권 보다 안정적인 우파정권을 원했던 콜롬비아 유권자의 표심변화에 결정적 원인으로 작용한 두께정권의 퇴행적인 국정운영에 대해 살펴본다. 마지막으로 좌파정권 등장의 대외적 배경으로 작용한 중국의 부상과 콜롬비아의 대외관계 변화에 대해 분석한다.

영어초록

In May 2022, Gustavo Petro, a sole candidate of the left coalition, took office as the first left-wing president in the history of Colombia. In Latin America where the leftist governments have had the upper hand over the last 20 years, Colombia had been governed by the toughest conservative Álvaro Uribe Vélez. It is fair to say that the politics of Colombia was Uribism (Uribismo). Under Uribism meaning that Alvaro Uribe, Jan Manuel Santos, and Iván Duque had been in power in succession, armed disputes had been spread, causing the rise in forced displacement, severe human rights abuse, and regression of reformation policy. As a result, poverty, inequality and social conflict became deepened. Gustavo Petro’s victory meant the collapse of Uribism and the end of hegemonic bipartisanship that had been maintained since the independence of Colombia. Unlike western parties, Colombia’s both parties (liberal party and conservative party) developed into the ones led by the hands of a small elite without any policy differentiation process. The two-party system had been used as a tool to maintain the privilege that had existed since colonial regime, and had worked as an institutional strategy to suppress the emergence of various ideologies. The two parties had overcome their crisis through mutual political affiliation as political unrest had grown along with supremacy change. As a result, the two parties of Colombia had held fast to conservative political line and had maintained strong homogeneity.
‘The Historic Pact for Colombia', is a coalition composed of political parties and social movements with different kinds of ideologies. He showed his leadership by suggesting clearly “of opposing what“ and accomplished the homogeneity of organizations with different ideologies. Finally, he came to power as the first sole candidate of the leftist coalition. Francia Marquez, Petro’s running mate, is of African descent who is still socially excluded in the country where racism exists. He played a decisive role for Petro’s victory by garnering overwhelming support of the voters living in the Pacific districts who suffered armed disputes the most. This study tries to analyze the internal and external backgrounds of the first emergence of the left-wing government in Colombia, the most conservative nation in Latin America, and thereby to understand the changing politics in Colombia. First, in terms of internal backgrounds, it tries to look into the characteristics of Uribism that had laid the foundation for Colombian politics over the last two decades and how it fell. Second, it tries to analyze the political conflict between Uribism and counter-Uribism arising due to the instable peace agreement. Third, it tries to explain the state affairs of the Duque government that was a decisive reason for the change of Colombian voters who wanted a normal right-wing government rather than a competent left-wing one. Lastly, in terms of external backgrounds, it tries to analyze the changing foreign relations in Latin America trying to avoid a lean-to-the US only policy, and the rising China as an alternative power.
