차세대 예산회계시스템, 재정데이터 분석센터의 효율적 구축에 관한 연구: 주요사례를 비교 분석하여 (A Study on Efficient Construction of Next-Generation Budget Accounting System’s Financial Data Analysis Center: Comparative analysis of major cases)

초록

4차 산업혁명시대, 주요부처 시스템은 이에 맞춰 발빠르게 차세대 사업을 추진하면서 디지털 전환 즉데이터 기반으로 혁신하고 있다. 차세대 디브레인 시스템도 데이터 기반 정책결정지원 시스템 구현이라는비전으로 데이터 기반 행정업무가 가능하도록 디지털 전환으로 추진하고 있다. 차세대 디브레인 시스템은2022년 1월에 전면 개통한다. 차세대 디브레인 시스템은 데이터를 기반으로 하는 다양한 사업을 구축하고 있다. 특히, 재정데이터를 기업 및 연구자가 적극활용할 수 있도록 재정데이터 분석센터를 구축하고자한다. 현재 열린재정 포털이 운영되고 있지만, 온라인 상에서 재정데이터를 개방하는 서비스에 그치고 있다. 재정데이터 분석센터가 개통된다면 온라인은 물론 오프라인 즉 분석할 수 있는 공간에서 재정데이터및 다양한 경제･사회지표 데이터를 활용할 수 있는 만큼 분석센터 구축의 의의는 매우 크다고 볼수 있다.
분석센터는 이미 몇 개 기관에서 운영하고 있다. 이를 통해 국민이나 기업의 높은 호응과 만족을 받고 있는상황이다. 각 기관의 특성에 맞게 분석센터를 운영하고 있다. 이런 주요기관의 분석센터를 철저이 비교 분석하고 차세대 디브레인 시스템만의 특징을 살릴 수 있다면 그 연구는 실효성이 높고 그 의미가 크다고 볼수 있다. 본 연구에서는 기관별로 중복되지 않고 각 특성을 고려할 수 있도록 부처단위에서는 행정안전부혜안을, 청단위에서는 통계청 통계데이터센터를, 지자체에서는 서울시 빅데이터캠패서, 공공기관에서는심사평가원 보건의료빅데이터센터를 현장 방문 및 실질내용을 비교 분석하였다. 이를 통해 정부의 투명성및 신뢰감을 높게 받을 수 있도록 차세대 디브레인의 재정데이터 분석센터의 효율적 구축에 조금이나마 도움이 될 수 있도록 방안도 제시하였다.

영어초록

In the era of the 4th industrial revolution, major government systems are innovating based on digital transformation, that is, data, while rapidly promoting next-generation projects. The next-generation d-Brain system is also promoting digital transformation to enable data-based administrative work with the vision of realizing a data-based policy decision support system. The next-generation d-Brain system will be fully operational in January 2022. The next-generation d-Brain system is building various businesses based on data. In particular, we intend to build a financial data analysis center so that companies and researchers can actively utilize financial data. Currently, an open finance portal is in operation, but it is only a service that opens financial data online. If the financial data analysis center is opened, it can be seen that the construction of the analysis center is very meaningful as it can utilize financial data and various economic and social index data both online as well as offline, that is, in a space that can be analyzed. Analysis centers are already operated by several institutions. It is a situation that is receiving high response and satisfaction from the public and companies. Analysis centers are operated according to the characteristics of each institution. If the analysis centers of these major institutions can be thoroughly compared and analyzed and the characteristics of the next-generation Debrain system can be utilized, the research can be considered highly effective and meaningful. In this study, so that each characteristic can be considered without overlapping with each institution, the Ministry of Public Administration and Security provided insight at the ministry level, the Statistics Office Statistics Data Center at the government level, the Seoul Big Data Campaigner at the local government, and the Health and Medical Big Data Center of the Review and Assessment Service at public institutions. Field visits and actual contents were compared and analyzed. In order to receive a high level of transparency and trust from the government, a plan was also proposed to help the efficient construction of the next-generation D-Brain's financial data analysis center.
