일제하 식품위생령 법제화에 의한 육류 소비관행의 근대적 변모 (Modern Change of Meat Consumption Tradition Affected by ‘Butchery Rules’ under the Imperialist Japanese Rule)

초록

제도의 시행과 그 단속은 인간의 행동에 영향을 미치기 마련이다. 구한말‒일제강점기는 전 시대와 확연히 다른 새로운 패러다임의 유입과 근대국가의 강력한 행정력으로 사람들의 인식체계와 생활 양상에 큰 변화가 일어난 시기이다. 이 글은 그중에서도 식품위생 패러다임의 유입에 따라 관련 제도가 도입, 구축되어간 과정을 살피고 이 제도의 시행으로 음식의 소비 유통과정에 새로이 적용된 사항이 무엇인지 파악하려는 데 목적을 두고 있다. 규제의 방향이 장기적으로 사람들의 생활 양상을 규정짓는 방향타 역할을 하기 때문이다. 그 결과 식품위생 관련 제도의 구성체제와 도입과정을 통해 일본이 국민건강 유지라는 근대국가 통치의 술을 발휘해 세수확보를 통한 경제적 부수익을 창출함은 물론, 1차 농축산업, 2차 가공식품산업 및 3차 음식점 영업 분야에서 일본 자국민들에게 영업권 선점의 도약대를 마련해준 것임을 파악하였다. 이와 같은 사실은 식품위생제도 중 가장 먼저 한반도에 도입된 도수규칙을 통해 읽어낼 수 있었는데, 일제는 병합 이전 일본인 거류지역 내에 일본 본토의 축산물 위생제도를 기반으로 한 제도를 시행함으로써 관할지역 내에서 식생활 관련 통제력을 강화하는 동시에 조선거주(在朝) 일본인의 영업권을 보장하였다. 이어서 통감부 시기에 위생 기조를 내세워 이 도수규칙을 전국적으로 확대 시행함으로써 조선인의 식육 관련 관행에 변화를 유발하게 되었다. 식품위생 패러다임을 이용해 관련 제도를 안착시킴으로써 조선인의 식생활은 근대화라는 지향성을 가지고 일본의 통제권 안에 포섭되어갔다.

영어초록

It is natural that to execute and enforce a system should affect behaviors of human beings. It was during the period between the late Josoen and the Japanese colony fundamentally different from that of the previous period that the new paradigm introduction and modern nation’s strong administration caused to bring a big change to the perception structure and life phase of people. Of them the purpose of this study was to explore the introduction and construction process of related systems according to the importation of food hygiene paradigm, and to see what items were newly applied to the chain of food consumption and distribution in accordance with the execution of the system. It is because direction of regulation would play a role of being a rudder to define most people’s life aspects in the long run. As a result, through the construction structure and introduction process of food hygiene related systems, this study found out that Japan created supplementary income through securing tax revenues and provided Japanese people with as a springboard benefits of prior occupation in the fields of 1st agriculture and livestock, 2nd processed food, 3rd F&B sales in restaurants in the name of national health management by using ruling tactics of modern nations. These facts could be read through the system of butchery rules that was introduced in Korean peninsula in the first place among food hygiene systems, the Japan Empire executed the system based on the livestock hygiene system in the mainland Japan, and by doing so Japan could reinforce control over dietary habits in the jurisdiction area and secure sales rights for the Japanese living in Joseon. Furthermore, by quoting the basis of hygiene from during the Residency‒General period, Japan carried the system of butchery rules into effect throughout the country, yielding a change in Joseon people’s meat related tradition. Japan made safe arrival of related systems by using food hygiene paradigm, and brought around Joseon people’s dietary habits in Japan’s control with a direction of modernization.
