초록

정당에 대한 포괄적인 이해 없이 실행된 부분적인 정당개혁, 국민경선제, 지구당폐지, 기간당원제, 원내정당화 등은 한국 정당의 폐해를 더욱 증폭시키고 있다. 정당이 실종된 지난 2007년 대선은 이러한 한국 정당개혁의 한계를 다시 한 번 더 체험케 한 장이었다. 때문에 정당개혁의 문제는 ‘정당민주주의’라는 큰 틀에서 그리고 정당개혁 과제 역시 ‘정당의 탈정당화’나 ‘정치의 탈정당화’로 규결되지 않도록 논의되어야 할 것이다. 물론 사회의 변화, 가치의 변화, 언론의 변화, 정치의 변화에 따른 정당의 변화, 즉 (대중)정당에 함의되어 있는 과거 강령 · 조직 · 당원정당의 전통적인 기능으로부터 좀 더 선거정당과 원내정당의 기능으로 무게중심이 이동되는 것은 부정할 수 없는 시대의 현상이다. 그러나 대중정당과 원내정당으로 도식화하여 후자를 바람직하고 선택 가능한 유일한 대안으로 선정하여 변화를 모색하고 있는 논의는 분명 재고(再考)되어야 할 것이다. 바람직한 정당개혁의 방향과 과제는 결국 ‘어떻게 (대중)정당에 함의되어 있는 여러 다른 순기능들이 회복될 수 있는지’, ‘어떻게 이념‧조직‧당원정당의 토대위에 선거‧원내정당의 기능들이 조화롭게 균형 발전할 수 있는지’에 초점이 맞춰져야 할 것이다. 이러한 형태의 정당개혁이 실현되기 위해서는 적어도 헌법이 의도한 방향으로 개혁에 대한 논의와 연구가 집중되어야 할 것이다.

영어초록

A partial party reform, a national primary race, a demolition of local chapters, a limited -period party member system and a parliamentary party that are implemented without a comprehensive understanding on political parties are further amplifying the damage of the Korea's parties. The past 2007 president election in which political parties were lost was a chapter that made us experience the limit of the Korean party's reform. Thus, the issue of the party's reform should be discussed in the big framework of "party democracy" and the task of party's reform also should be discussed so that it may not be led to "delegitimation of political party" or "delegitimation of politics. Of course, the change in political party in wake of a change in society, a change in value, a change in the press and a change in politics, that is, the shift in weight to the functions of more election party and parliamentary party from the past traditional platform, organization and party member party that are implicated in mass party is a phenomenon of the times that cannot be denied. However, the discuss that schematizes the party into a mass party and a parliamentary party and then seeks a change by selecting the latter as a desirable and the only and single alternative that is possibly selected will be surely reconsidered. In the end, the direction and task of the reform of the party that is desirable will be focused on "how several different eufunctions that are implicated in mass party are recovered" and how the functions of election and parliamentary party are developed in smoothy and balanced way on the ground of the ideology, organization and party member party. In order for this party reform to be implemented, the discussion and research on the reform will be focused towards the direction of at least the Constitution intends.
