영국 창조인력양성 정책에 관한 시론적 연구 – 잉글랜드 지역을 중심으로 (A Study of the British Cultural Policy for Creative Workforce Development and Its Implications – The English Case)

초록

본 연구는 창조산업을 정책적으로 집중지원하기 시작했던 신노동당(1997-2010)정부 이후부터 현재까지 영국에서 진행되어 온 창조인력양성 정책의 발전배경 및 실제 정책사례들을 분석함으로써, 지난 15년간 진행되어온 영국 창조인력양성 정책의 흐름을 조망하고 정책시사점을 도출하는 것을 목표로 한다. 이를 위해 본고에서는 영국 내 창조인력양성 관련 대표적인 정책사업인 ‘창조산업 기술인력위원회인 스킬셋(Creative Skillset)’과 잉글랜드예술진흥원이 주도하는 ‘창조고용 프로그램(Creative Employment Programme)’, 그리고 최근까지 학교교과과정과 연계하여 청소년들의 창의적 능력을 계발하기 위해 진행되었던 ‘크리에이티브 파트너쉽(Creative Partnerships)’ 등 3개의 정책사례에 대한 분석을 제시한다. 이를 통해 최근 보수-자민당 연합정부 (2010∼) 하에서의 영국 창조인력양성 정책이 신노동당 정부 초기 예술교육이나 창의교육 등을 통한 장기적인 관점에서의 인력양성을 모색했던 간접투자성격에서 서서히 실제 문화예술 및 창조산업분야에서의 인턴쉽, 도제제도 기반의 기술훈련을 매개로 단기고용창출을 강조하는 직접투자성격의 정책으로 전환되고 있음을 확인하고, 이러한 정책의 흐름이 향후 영국 창조산업의 지속가능한 성장에 있어 제시하는 정책적 함의에 대해 논한다.

영어초록

This study presents a critical analysis of the British cultural policies for creative workforce development that have been shaped and reshaped for the past 15 years. By critically reexamining the developmental trajectory of the British government’s policies for creative workforce development, it attempts to illuminate some distinctive characteristics of the recent policy changes that correspond to the broader political and socio-economic contexts; and challenge their underlying implications. To this end, it draws on the in-depth case analyses of the following three policy schemes: Creative Skillset; Creative Employment Programme; and Creative Partnerships. Each of them represents the government’s initiative for cultivating creative workforce respectively in the areas of creative industries, the arts and cultural sector, and the public education system. The study suggests that the initial cultural policy formation under the New Labour was characterized by the long-term strategy that underlines the importance of education provision as a critical resource for nurturing creative workforce. However, since the global financial crisis in 2008, there has been a gradual shift in policies moving towards a short-term strategy that emphasizes the immediate need of filling skills shortage and its effects in terms of inducing job creation and controlling the soaring unemployment. The study argues that whilst these policy efforts might produce some immediate economic impacts, such as temporarily reducing the unemployment rate, it cannot be assumed that they can serve as an ideal means of fostering creative workforce in the long run. It also argues that there is a pressing need for the current policy formation under the Coalition Government to be complemented by a fundamental measure addressing the fair access issue in the field of creative and cultural industries so as to cultivate the wider pool of creative workforce.
