공유가치창출을 실천하는 사회적기업: 정책분석을 통한 경쟁력 제고 (Rethinking Competencies of Social Enterprises as a Way to Create Shared Value: Policy Analyses from a Perspective of Competitive Advantage)

초록

본 연구는 사회적기업 정책의 경쟁력을 분석하고 향후 지속가능한 성장을 위한 발전방향을 제시하기 위해 수행되었다. 이를 위해 과연 현재까지 시행되고 있는 사회적기업 지원정책이 사회적기업 경쟁력을 실제로 증진시키고 있는지, 다차원 정책 경쟁력 분석틀(Multidimensional Competency Framework: MCF)을 활용한 정책분석을 통해 사회적기업 경쟁력을 평가해 보았다. 본 연구에서 새롭게 개발된 MCF는 국가 및 산업의 경쟁력 비교 시 많이 활용되는 포터의 다이아몬드 모델과 사회적기업 정책을 비교분석한 조상미 외(2011)의 분석틀을 통합한 것으로, 정부의 사회적기업 지원정책에 대하여 사회적기업의 생산조건, 수요조건, 관련 및 지원산업, 기업전략·구조 및 경쟁의 네 가지 요소들을 사회적기업 지원체계 및 지원방법으로 구분하여 검토한 것이다.
분석결과 현 사회적기업 지원정책은 네 가지 조건 중 생산조건에 집중되어 있어 지원의 불균형 현상이 두드러졌다. 특히 사회적기업의 자생력 향상을 위한 기업전략·구조 및 경쟁 부분에 대한 지원이 현저히 부족하여, 1차원적이고 단기적인 지원에 집중되어 있음을 알 수 있었다. 이로 인하여 사회적기업의 지속성장을 위한 생태계 조성이 미흡하고, 경쟁력 향상을 위한 인프라가 부족한 것이 사회적기업 지원정책의 현 주소이다.
분석내용을 바탕으로, 공유가치 창출 개념에 입각한 사회적 욕구 파악을 위한 지원, 품질관리와 제품개발에 대한 교육 및 지원, 사회적기업 홍보에 대한 재정지원, 지원의 다양화 및 차등화, 전략기획 및 조직개발에 대한 지원, 사후관리 및 모니터링 시스템 확립, 정부부처 간 협력강화 및 통합적 지원체계 수립, 장기적인 교육체계 확립 및 교육내용 다양화 등의 정책적 제언을 제시하였다.

영어초록

The purpose of this study was to analyze policies for social enterprises in Korea with the goal of providing policy recommendations for enhancing the long-term sustainability of social enterprises. To achieve the purpose, our analysis was conducted from the perspective of competitive advantage, and a policy analysis model was designed based on Porter (1990)’s competitive advantage model, the diamond model, and Cho, Kim, & Kang (2011)’s social enterprise policy analysis model. The new model, Multidimensional Competency Framework (MCF), includes four determinants of competitive advantage from the diamond model (factor conditions, demand conditions, related and supporting industries, and firm strategy, structure, and rivalry), and each attribute is divided into two prongs of social enterprise policy analysis from Cho et al. (2011), the supporting system and thesupporting methods.
Findings show that the policy support for social enterprises centers on the short-term support for the everyday operation of social enterprises--the support is concentrated on the factor condition attribute, while the support for the firm strategy, structure, and rivalry attribute is by far most limited. Such a lop-sided support results in a limited role the policy plays in creating an environment for enhancing the competitiveness of social enterprises and, thus, the long-term sustainability.
Policy recommendations based on the findings include providing support for assessing the social needs for their product/service development to truly create shared value, providing education and support for product management and product development, allowing financial support to promote social enterprises, assisting with their strategic plans and organization development with a diversified and differentiated support, establishing a monitoring system and a follow-up plan, strengthening inter-governmental agencies’ collaboration/cooperation and establishing an integrated support system for social enterprises, and securing a long-term educational system with diverse curricular.
