북한 독재체제 내구력에 대한 질적 연구

3대 세습이 당연시 될 정도로 북한에는 김일성가문에 의해 강력한 독재체제가 작동되고 있다. 한반도 평화통일을 갈망하고 있는 많은 북한전문가들에 있어서 북한 독재체제의 실상을 정확하게 진단하고 독재체제 변화를 위한 실현가능한 방향과 방법을 제시하는 것은 두 번 다시 동족상잔의 비극을 방지하고 남북한이 상생 할 수 있도록 하는 매우 중요한 선행 조건이라는 점에는 이견이 없을 것이다. 북한의 변화를 유도하기 위해서는 북한 독재체제의 본질을 명확하게 파악하는 것이 중요한데 이러한 북한 독재체제의 본질을 파악하는 데서 국내외 많은 북한 전문가들이 북한 독재체제를 봉건왕조체제로 간주하거나 기존 사회주의국가들과 동일시하는 시각이 대체적이라는 것 또한 부인할 수 없는 현실이다.
본 연구에서는 체제 ‘변화’ 또는 ‘전환’과 ‘변동’ 개념을 정립하고 이에 근거하여 기존 사회주의 국가를 3개 부류로 나누어 점검한 결과, 1부류(동구권)는 체제 ‘변화’ 또는 ‘전환’의 상태, 2부류(중국ㆍ베트남ㆍ쿠바)는 경제적으로는 ‘변화’ 상태이나 정치적으로는 변동과정임을 알 수 있었다. 3부류(북한) 경우 일부 경제적 ‘변동’ 조짐은 있으나 정치체제는 ‘변동’의 단초조차 보이지 않고 있음을 도출하였다.
또한 ‘고든 털럭’의 독재 체제 장기화 이론 및 ‘박한규’의 일본 파시즘과 독일 나치즘에 대한 연구결과에 북한 체제를 접목한 결과 북한의 경우 지도자의 독재 체제 고수에 대한 의지가 확고하고 군사력을 장악하고 있으며 조밀한 정보망 구축, 우민화, 사상 이념의 강력한 통제, 무자비한 처벌 제도 등으로 하여 그 어떤 독재 체제도 달성할 수 없었던 3대 세습을 달성할 수 있었다고 평가하였다.
‘로널드 잉글하트’의 서구에서 경제적 부(富) 확장과 병행하여 지식인층을 중심으로 가치관 변화 및 자아실현을 위한 행위가 증가되어 사회 전체의 거대한 변혁을 가져올 수 있는 ‘조용한 혁명’을 수반 한다는 이론을 분석틀로 하여 북한 주민의 의식변화 연구를 위해 탈북자 330명을 표본조사 하였다. 결과 북한 독재 체제가 역사상 가장 강력하지만 북한 주민의 근원적인 자유와 민주주의를 위한 본능과 의지까지는 말살할 수 없으며 현재에도 북한 주민의 자유에로의 의식 변화가 조용하게, 점진적으로 진행되고 있다는 분석결과를 도출하였다.
위 연구에 근거하여 향후 한반도에서 동족상잔의 비극을 막고 평화적 통일의 여건 조성을 위해서는 북한 독재 체제의 변화가 관건임을 다시 한 번 확인하였으며, 북한 독재 체제 변화를 촉진시키기 위해서는 한국 주도로 주변국과 UN 등 국제사회와의 대북공조체계가 장기간 지속 되어야 할 필요성을 절감하였다.

A Qualitative Study on Durability of the North Korea Dictatorship

Dictatorship of North Korea stands firm today, so firm that an insensible three-generation-long hereditary succession of power is considered a normality. Among the experts working in various fields related to North Korea with their respective yearnings for a peaceful reunification, there should be no argument for the following argument: delivering accurate diagnosis of the true nature of North Korea`s dictatorship and devising feasible measures for the regime change should precede in order to prevent another atrocious conflict between the two Koreas and achieve coexistence of the South and North. Given the importance of an accurate diagnosis of the dictatorship regime, the majority of both domestic and foreign experts working on North Korean issues consider North Korea either a feudal dynasty or a regime of the same natures as other socialist states.
In this study, regime "change", "transition", and "turbulence" are defined. New patterns of "change", "transition", and "turbulence" are also introduced for the first time. In accordance with these patterns definitions, existing socialist states around the world are categorized into three groups. The study concludes that the first group, the East European bloc, is in "changes" or "transition" phase; the second group, including China, vietnam and Cuba, is economically in 'change" phase but politically still in "turbulence" phase; the third group, North Korea, has shown indications of economic "turbulence" but its politically, the regime has not yielded a slightest hint of "turbulence." In addition, further assessment of North Korean dictatorship regime was made by applying Gordon Tullock`s theory of enduring dictatorship based on a study of previous dictatorship regimes and Han Kyu Park`s studies on Japanese Fascism and German Nazism. As a result, it is assessed that the dictator of North Korea is adamant on maintaining the current dictatorship regime, in control of the country`s military power. Thus it is assessed that North Korea was able to achieve the unprecedented feat of three-generation-long hereditary succession of power with closely knitted information network, systematic dumb-down of the populace, synchronization the people`s ideology with dictatorship regime, and its strong punishment regime.
A sample study of 330 North Korean defectors was conducted with the analytical framework that was inspired by Ronald Inglehart`s book in1977, The silent revolution . The theory proposed by Professor Inglehart basically states that in parallel with increasing economic and social wealth, value changes and increasingly active pursuit of self-actualization led by the intellectuals are taking place. It further argues that as a result, this phenomenon gradually expands to a change in perception, and bring about a society-wide level of revolution, a "Silent Revolution",without resorting to violence. The sample study concludes that despite of North Korean dictatorship unprecedented strength it is impossible to eradicate its people`s innate longings and will for freedom and democracy. The study analyzes that even at this very moment, perceptional change for freedom is silently, and slowly but steadily happening.
The study provided yet another opportunity for us to confirm that in order to prevent another internecine war in the Korean peninsula and shaping conditions for peaceful reunification, change of North Korean dictatorship is of the greatest importance It also confirmed that to initiate change of the North`s dictatorship regime, a long-term coordination system for North Korean issues led by South Korean and participated by the nations such as U.S., Japan, China, and Russia and the United Nations and the international community is necessary.
