일본 원자력복합체와 토건국가 (The Nuclear Industrial Complex and Construction State in Japan)

초록

후쿠시마원전사고 이후 5년째인 현재, 일본 정부는 산업 논리와 새 안전 기준을추가하면서 원전 재가동을 가속화하고 있다. 일본에서 원자력복합체란 원자력 이용과 추진에 대한 이해관계가 상호연계된 관산복합체(GIC)를 지칭한다. 두 번의원폭 피해의 경험에도 불구하고, 전후 일본은 핵무장을 금욕하는 대신 원전에 막대한 투자를 감행해왔다. 1960-70년대 일본 정부는 지역사회의 저항과 환경운동의영향으로 원전 입지 선정에서 난관에 봉착했음에도 불구하고, 1970년대부터 1990년대 중반까지 매년 평균 1.5기의 원자로를 건설하였다. 이는 일본의 관료 집단과경제계가 1970년대 두 번의 오일 쇼크를 경험하면서, 석유에 대한 대체에너지를 찾는 과정이었다. 그러나 이러한 경제사적인 주장에 대해서 비판적 학자들은 원자력산업의 확대를 둘러싸고 이해관계를 공유하는 원자력복합체가 일본 원전 확대의배후에 있다고 지적한다. 일본의 원전은 발전과 송전이 일체화된 지역 독점 시스템속에서 전개되었다. 원전 입지 지자체에 대해 총괄원가방식의 전기요금에 기초한전원3법 교부금을 배분하는 토건국가적 시스템을 구축해왔다. 후쿠시마 사고 이후원자력시민위원회를 중심으로 하는 일본의 시민사회가 원전제로사회로 가자는 대안을 제시하고 있지만, 이를 위해서는 원자력복합체를 중심으로 형성된 기존 에너지 체제의 경로의존성을 극복하는 것이 중요한 과제이다.

영어초록

Japanese Government has recently restarted the operation of nuclear plants in five years after the Fukushima nuclear disaster, on the basis of the following reasons; 1) the importance of industrial development and 2) the imposition of stricter safety standards. The nuclear industrial complex , a public-private coalition operating on the basis of the mutual connections for common interests on the use and propulsion of nuclear plant, has been formed in Japan. Even though having restricted the nuclear armament in the postwar period due to its negative experiences with atomic bombs in the WWII, the Japanese government has been very active in the economic utilization of nuclear power, thereby being actively engaged with the development of nuclear power plants. It established 1.5 power reactors per year from the 1970s to the mid-1990s, which was exceptionally high compared to other countries in the world. While the government officials and many economists have advocated the expansion of nuclear power plants in terms of the efforts needed to overcome two oil shocks in the 1970s, the development of nuclear power plants has been, in fact, promoted more on the basis of the Japanese government’s goal attainment approach rather than economic rationality. Under the influences of the nuclear industrial complex, the Japanese government has put excessive emphases on the development of nuclear plants, thereby strengthening the aspects of the construction state through its financial subsidies given to local government as a compensation for the location of nuclear power plants in their localities. The electronic system in Japan has been operated by local monopoly, the unity of power generation-transmission, the cost of site distributed by Three Laws for Power Plant Siting, of which the electric charges were made on the basis of the Fully Distributed Cost Method. After the Fukushima disaster, the Japanese civil organizations, like ‘Citizens’ Commission on Nuclear Energy (CCNE)’, have proposed alternative thoughts on energy system, like a “Nuclear-Free Society”, the pro-nuclear power plant policies have been re-established in Japan due to the path-dependent influences of the nuclear industrial complex.
