독재정권의 체제 이행상 외부세력의 영향력에 관한 연구: 시리아와 리비아 비교를 통해 (The Influence of External Forces in the Dictatorship’s Regime Transition: A Comparison between Syria and Libya)

초록

2011년 발생한 시리아 시민혁명과 리비아 시민혁명으로 리비아의 카다피 정권은 무너졌으나 시리아의 아사드 정권은 건 재했다. 시리아의 시민혁명과 리비아의 시민혁명은 정권의 시위대에 대한 심각한 유혈 진압과 시위대의 무장, 내전으로 의 비화 등에서 비슷한 전개 양상을 띠었음을 확인할 수 있다. 다른 것은 ‘보호책임(R2P)’에 따라 리비아에 대해서는 유엔 이 결의안을 채택하고 군사 개입을 하였으나 시리아 대해서는 결의안이 무산되고 군사 행동이 이루어지지 않았다는 점이 다. 리비아는 외부세력의 군사 행동이 정권 붕괴에 결정적으로 작용했고 시리아는 러시아와 같은 강대국의 비호 하에 외부 세력의 군사 행동이 제지됨으로써 정권이 건재했다. 통상 독재정권이 붕괴하기 위해서는 저항세력의 저항 수준이 높고 지 배세력의 분열 정도가 커야 한다. 저항세력의 저항 수준이 높아도 지배세력이 분열하지 않거나 분열 정도가 작으면 정권은 건재할 가능성이 크다. 그러나 저항세력의 저항 수준이 높고 지배세력의 분열 정도가 작아도 외부세력의 행동이 작용하면 독재정권이 붕괴할 수 있다. 저항세력의 저항 수준이 높고 지배세력의 분열 정도가 작아도 외부세력의 영향력에 따라 독재 정권의 체제 이행 여부가 결정될 수 있는 것이다. 다시 말해 외부세력이 저항세력을 도우면 독재정권은 체제 이행하고 외 부세력이 지배세력을 도우면 독재정권은 체제 이행하지 않고 유지된다. 만약 일부의 외부세력은 저항세력을 돕고 일부의 외부세력은 지배세력을 돕는다면, 저항세력을 돕는 외부세력과 지배세력을 돕는 외부세력 중 어느 쪽의 영향력이 더 강하 냐에 따라 강한 쪽의 요구대로 결과가 나아간다. 독재정권의 체제 이행 조건으로 저항세력과 지배세력이라는 ‘내생 변수’ 외에 외부세력이라는 ‘외생 변수’가 유효함을 시리아 시민혁명과 리비아 시민혁명 비교를 통해 확인할 수 있다.

영어초록

The Syrian civil revolution and the Libyan civil revolution in 2011 overthrew Gaddafi’s regime in Libya, but Assad’s regime in Syria survived. It can be confirmed that the Syrian civil revolution and the Libyan civil revolution had a similar development pattern in the regime’s severe bloody suppression on the protesters, the arming of the protesters, and the escalation into civil war. The difference is that the UN adopted a resolution and pursued military intervention in Libya according to the “Responsibility to Protect (R2P) ”, but the resolution was rejected, and no military action was taken in Syria. In Libya, the military actions of external forces played a decisive role in the collapse of the regime, and in Syria, the regime survived by restraining the military actions of external forces under the protection of a power such as Russia. Usually, in order for a dictatorship to collapse the resistance level of the resistance forces must be high and the degree of division of the ruling forces must be large. Even if the resistance level of the resistance forces is high, if the ruling forces are not divided or the degree of division is small, the regime is highly likely to survive. However, even if the resistance level of the resistance forces is high and the degree of division of the ruling forces is small, if the actions of external forces operate, the dictatorship can collapse. Even if the resistance level of the resistance forces is high and the degree of division of the ruling forces is small, the influence of external forces can determine whether the dictatorship will be changed. In other words, when external forces help the resistance forces, the dictatorship is changed, and when external forces help the ruling forces, the dictatorship is maintained without regime transition. If some external forces help the resistance forces and some external forces help the ruling forces, depending on which of the external forces helping the resistance forces and the external forces that help the ruling forces is stronger, the result goes according to the demands of the stronger side. It can be confirmed by comparing the Syrian civil revolution and the Libyan civil revolution that the ‘exogenous variable’ of external forces in addition to the ‘endogenous variables’ such as resistance forces and ruling forces are valid as a condition for transition of the dictatorship.
