서울시 사회적경제 기업 정책의 경쟁력 분석 -다차원 정책 경쟁력 분석틀(MCF)의 적용- (Analyzing competitiveness of Social Economy policies in Seoul -Applying a Multidimensional Competency Framework (MCF)-)

초록

본 연구는 최근 10여 년 동안 급속한 양적 성장을 보이고 있는 한국의 사회적경제 분야에서 공공의정책이 사회적경제 기업의 지속가능성을 높이고 있는지 살펴보기 위해, 한국의 사회적경제 정책을 선도하고 있는 서울시를 중심으로 정책 분석을 실시했다. 이를 위해 2010년부터 2019년까지 총 10년간사회적경제 전반과 사회적기업, 협동조합, 마을기업, 자활기업 등과 관련하여 서울시 및 산하 기관에서 생산한 총 155건의 문서를 수집하였고, 다차원 정책 경쟁력 분석틀(MCF)을 활용하여 분석했다.
연구 결과, 단기간 동안 양적 성장세를 보이고 있는 서울시 사회적경제의 정책적 특징은 다음과 같이 나타났다. 첫째, 개별 사회적기업에 대한 직접 지원을 줄이고 사회적경제의 저변을 확대하는 정책의 비중을 높였으며, 자치구의 특성을 반영한 지역단위 사업과 클러스터 구축을 지원해왔다. 둘째, 지원체계 측면에서 분석한 서울시 사회적경제 기업 정책의 특징은 전반적으로 다이아몬드 모델의 네 가지 요소(생산조건, 수요조건, 관련 및 지원산업, 기업전략ㆍ구조 및 경쟁)를 모두 포괄하는 폭넓은 정책들을 기본으로 하고 있으나, ‘기업전략ㆍ구조 및 경쟁’ 분야의 경쟁력 요소 향상, 즉 자생력을 향상시키기 위한 특화된 제도는 미비한 것으로 나타났다. 셋째, 지원방법 역시 운영지원과 사업지원에 있어서 모두 경쟁력 네 가지 요소 를 뒷받침하는 정책을 실시함으로써 사회적경제 기업의 경쟁우위를 확보하는데 적합한 조건을 형성하고 있었다.
그러나 대부분 한시적이고 단기적이며 성과 중심적인 공모 사업 방식의 지원이 주를 이루고 있는 것과 사회적금융 생태계가 충분히 활성화되지 못한 점, 자치구의 사회적경제 중간지원조직들 중 일부는일몰제로 인해 올해부터 서울시 예산 지원 없이 자체 비전을 마련해야 한다는 점 등이 한계로 파악되었다. 그리고 이러한 불안정성으로 인해 사회적경제 분야 인력들이 전문성과 지속성을 갖기 힘든 구조에 노출되어있는 점도 개선되어야 할 부분이라고 사료된다.
따라서 이러한 한계점들은 정책 구상 시 사회적경제에 걸맞는 토양을 다지고 시민들의 일상에서 사회적경제가 체화될 수 있는 경험치를 만들어 나갈 충분한 시간을 고려해야 함을 시사한다. 또한, 지금까지 사회적경제 생태계 조성이 사회적경제 조직들 간 네트워크 형성을 중심으로 이루어졌다면, 앞으로는 지역의 필요와 문제에 초점을 맞추고 지역 내 다양한 민간 부문들과의 연대로 확장되어 사회적가치를 확장해야 한다는 점 역시 본 연구의 시사점이다.
이처럼 본 연구는 기존 연구와 달리 사회적기업, 협동조합, 마을기업, 자활기업등 사회적경제 조직을모두 포괄하는 ‘사회적경제 기업’ 정책을 다뤘다는 점에 차별성이 있다. 또한, 지방정부 차원의 사회적경제 정책을 분석함으로써 지역과 밀접한 속성을 갖는 사회적경제 기업을 위한 구체적인 정책들을 파악한 것도 기존 연구와 구별되는 지점이다. 서울시 사회적경제 정책의 경쟁우위 요소를 파악하여 경쟁력을 분석한 본 연구가 사회적경제 기업의 지속가능성과 사회적경제의 본질을 강화하는 조건을 찾는데 실마리가 될 수 있기를 기대한다.

영어초록

The Social Economy in Korea has been experiencing rapid, quantitative growth over the last decade. In this study, we conducted a policy analysis focused on the Seoul metropolitan government, which is leading the social economy policies of Korea, to examine whether they have improved the sustainability of social economy enterprises. To this end, we collected a total of 155 documents generated by the city government and affiliated organizations over ten years, from 2010 to 2019, related to the general social economy, social enterprises, cooperatives, town enterprises, and self-supported enterprises; these documents were analyzed using a Multidimensional Competency Framework (MCF).
The results demonstrate that the characteristics of the Seoul metropolitan government’s social economy policies show dramatic quantitative growth over a short period of time, which can be summarized as follows. First, the policies changed direction from providing support to individual organizations to expanding the social economy infrastructure and supporting regional projects and clusters that reflect the characteristics of the autonomous districts. Second, the social economy support system of the city has policies to support each of the four factors in the Diamond model, not to mention the institutions and organizations embracing all four competitiveness factors. Third, the city government pursued policies to integrate the four competitiveness factors in operational and business support, creating conditions to strengthen the competitiveness of social economy enterprises.
However, there are also challenges to be addressed. First, many business support policies are concentrated on one-time contests with a focus on short-term results.
Also, starting from this year, some of the intermediary support organizations of own feet without the financial support of the city. Due to such instability, those working in the field of social economy find it difficult to develop expertise and experience continuity.
An important implication of these findings is that time must be taken into account in designing policies to lay the groundwork for citizens to familiarize themselves with the social economy in their daily lives. Also, the social economy ecosystem has been formed mainly through networking between social economy organizations: the focus should be shifted to the needs and problems of each region and extended to connect with diverse entities in the private sector.
This study distinguishes itself from prior research by dealing with “social economy enterprise” policies as well as incorporating social enterprises, cooperatives, and other entities. Moreover, this study analyzes social economy policies at the local government level to examine concrete policies supporting such enterprises across regions, which has not been discussed in previous studies. By identifying the competitive advantage of Seoul’s social economy enterprise policies and analyzing its competitiveness, this study aims to provide clues about how to create conditions to enhance the sustainability of social economy enterprises embodying the essence of the social economy.
