초록

Leadership is a very “hot” word, but it has come to mean all things to all people. One of the most universal cravings of our times is a hunger for compelling and creative leadership. But charismatic leadership can not be safely expected of the Secretary-General of the United Nations. Not only the Charter of the United Nations but also the permanent member states of the Security Council which have real power will never accept such leadership of Secretary-General. In the best of words and as the Charter assumes, the Secretary-General can best help with governments of the member states to be able to reach workable decisions themselves. In this structural constraints, the Secretary-General should be able to play the role of a gadfly-leader in the Socratic image. As a midwife in our current information age, the UN Secretary-General would be able to build popular support by directly appealing to his potential supporters in the countries around the world. But in doing the global public relations, modesty and prudence are called for. Such leadership of the UN Secretary-General was named in this study “Socratic leadership” which will be the best style of leadership in the complex decisional process of political drama in the United Nations.
