한일 FTA 대비 스포츠·레크레이션서비스분야 전략적 접근방안 (Strategic Approach to Prepare Korea-Japan FTA in Sporting and Other Recreation Services Sector)

초록

본 논문은 현재 추진중인 한·일 FTA에 대해서 가능한 한 효율적인 양허안을 만들어 FTA를 체결하여 국익에 도움을 줄 수 있는 방향에서 정책적 고찰하였다. 논문의 주요한 연구내용으로서는 이론, 현황, 투자상황, 산업실태, 사회영향평가를 기초로 고찰하였다. 본 논문은 다음과 같은 기본적 틀 속에서 고찰하겠다. 한·일 FTA개요와 FTA의 이론적 상황을 고찰하여 우리나라에 알맞은양허안 준비대안의 응용안으로 제시하였다. 한국과 일본 양국이 현재까지의FTA 추진현황을 분석하였다. 한·일 FTA의 체결에서 중요한 투자유인을 위하여 기초자료로서 양국의 투자상황을 고찰하였다. 우리나라의 스포츠산업(=스포츠·레크레이션서비스)을 산업연관표를 기준으로 분류기준과 실태파악을 하여FTA의 양허안 준비의 정책적 시사점을 제공하였다. 한·일 FTA의 체결준비에서 중요한 WTO서비스협정(GNS/W/120(6411, 96412, 96413, 96419, 96492))의 오락, 문화, 스포츠 서비스(Recreational, Cultural and Sporting Services)에서 스포츠산업분야인 스포츠·레크레이션서비스(Sporting and other recreation Services) 분야의 사회영향평가를 수행하여 종합적인 산업보호와 지원정책 등을 분석하였다. 본 연구는 위와 같은 분석의 틀에서 효율적인 한·일 FTA체결을 위한 이론 및 투자현황을 파악하여 일본으로부터 투자유인정책, 스포츠·레크레이션서비스산업 분류와 실태를 파악하여 재화·서비스 거래증진을 통한 국내산업보호와 국제경쟁력 증진에 의한 일본과의 대등한 산업국가로의 성장할 수 있는양허안 접근방안의 결론 및 정책제언을 하였다.

This paper will be identifies present condition of the sports industry investment and service situation investigation and the fourth, our country of third, Korean-Japan FTA the industrial fire tube ticket it grasped the actual condition in standard and it provided a policy current events point. The paper contends that it is rely on the recreational, cultural and sporting services in WTO regulations GNS/W/120(6411, 96412, 96413, 96419, 96492). Sporting and other recreation services accomplished a social impact assessment. Finally, The paper is WTO service agreement the recreational, cultural and sporting services it will have the economic impact assessment plan against a class number item star agreement propulsion and relation industry and policy support, opening postponement and industrial protective custody back agreement it will hold and must prepare to the economic impact assessment application plan for strategy it prepares. Sports industry together as the industry which is growth power the defensive logic which is thorough is necessary from with the actual condition analysis, must have establish the sports industrial development which leads a FTA agreement with the base which will reach and an international competitive power reinforcement strategy. The agreement of Korea-Japanese FTA preparation sports service field established fact anger will prepare a strategy plan from the line where are the domestic the improvement of industrial protection, international competitive power, level of technique and service improvement of profit and domestic of the many interested party is possible from the situation which is being turning out must contract the FTA in the standard which will reach.
