초록

본 논문은 중국 측의 5‧18 민중항쟁 관련 자료 100여 편을 최초로 발굴 및 정리하고 그 의의를 평가한 연구결과의 일부이다. 중국 측의 5‧18 관련 자료에 대한 새로운 해석을 통하면 미중 경쟁시대의 한중 교류 기획을 포함한 다양한 국제교류 콘텐츠 구상이 가능하다고 판단되어, 관련 자료를 발굴하고 그 활용 방안을 제안했다. 광주 민중항쟁은 장기간 이어진 군사독재를 종식시키고 민주적 정권의 창출을 염원하는 한국의 민주화운동에 대해 신군부가 전국비상계엄 실시라는 반(反)헌법적, 초법적 새로운 독재를 의도함에 따라이에 저항한 전라남도 광주시민들의 정당하고 합법적인 민주화 운동이었다. 그간 무고한 국민들을 향해 반역사적, 반민주적 발포 명령을 내린 책임자와 그 과정의 진상을 규명하는 일에 대하여 ‘휴전 상황’, ‘분단 상황’ 하에서 ‘평시 작전권’의 지휘권을 가진 미국(한미연합군의 사령부, 태평양 사령관, 미국방부, 미 국무원, 미 대통령)의 역할에 대한 규명을 위해 미 국무부 또는 국방부의 비밀문서 해제 요청이 장기간 이어져 왔고, 최근에는 미국 안보 당국의 정보원이 증언을 진행하여 진상 규명에 한발 다가섰다. 이러한 노력이 진상 규명에 도움이 되고 있음은 부정할 수 없다. 하지만 미국 측 자료에 대한 연구에 국한해서는 분단 상태에서 대한민국 전국 계엄 상황을 맞이한 정전협정 당사국의 서로 다른 대응을 입체적으로 올바로 파악할 수 없고, 21세기 국제교류의 다자화 발전 추세에 효과적으로 대응하는 전략을 수립해나가기에 부족하다. 바로 이 점에서 중국 측 5‧18 관련자료는 매우 중요한 의미를 갖는다. 중국 측 관련 자료를 통해 북한과 중국의 동정을 함께 살펴본 결과 ‘5‧18’을 둘러싼 미국의 역할에 중국은 매우 신중한 태도를 드러냈다. 그것은 북한, 즉 조선인민군의 개입 내지 동요를 부정하는 것으로확인된다. 민주시민과 민중에 대한 신군부의 반민주적, 반역사적 폭압과 진압 상황에 대해 미국을 향한책임을 추궁하는 국면은 장기간의 문화대혁명의 터널을 빠져나와 개혁개방 정책을 채택한 직후의 중국이 전망하는 미중 관계, 한반도 협력 정책에 맞지 않았다고 평가할 수 있다. 이 점은 국익 중심의 21세기의 외교, 이른바 규범화된 질서 속에서 한미 동맹을 중심에 두고 다자 외교를 구상해야 하는 일련의정세 흐름 속에서 유념해야 할 점이라고 평가할 수 있다.

The text summarizes about 100 pieces of data related to the 5‧18 uprising on the Chinese side and their significance. It was written in the hope of paying more attention to Chinese data in order to expand domestic and foreign exchanges through 5‧18 research and 5‧18. I order the content of the Chinese data. Contents can be planned in abundance from the establishment of a simple archive of historical materials to the publication of Korean texts and documentary video production. In addition to these time organizing tasks, the memories of the democratization movement have abundant contacts with the genres of spatial content composition, including dark tourism, Olle Trail, space composition, and urban regeneration, which are popular these days. Research on content development of historical materials should not be solely for commercial or commercial purposes. Rather, it should contribute to designing a better future by organizing the reality of history and reviving the noble spirit of democracy today. And this is a very important task in that it will be able to develop into very valuable content in that it provides an opportunity for the Chinese authorities to self-reflect on the voices of the people demanding democratization in Hong Kong and other regions. In particular, Korea's history of democratic development provides many implications for late capitalist developing countries, so it is more desirable if joint work between Korea and China is possible. The Gwangju People's Uprising was a legitimate democratic movement of Gwangju citizens who resisted the new dictatorship of the new military, which ended the long-running military dictatorship and made it impossible to democratize Korea. The U.S. State Department or the U.S. Department of Defense recently testified in a statement that the U.S. Department of Security has released a secret document to investigate the anti-democratic order and the role of the U.S. commander in command of the U.S. peacekeeping operations. It cannot be denied that these efforts are helping to find the truth. China's 5‧18 data should be reviewed with the basic conditions of the Cold War, such as the Armistice Agreement, National Martial Law, China's 11th National Congress, the 3rd Central Committee of the Communist Party, and the U.S.-China diplomatic relations. In particular, it is necessary to examine the movements of North Korea and China to gauge a series of situations in Northeast Asia, including the role of the U.S. over the "5‧18," the intervention of North Korean or North Korean forces, China's policy on the Korean Peninsula after reform and opening. From the perspective and interpretation of the road map for peace and the resolution of North Korea's nuclear weapons program, we can finally see the right position and prospects for various public issues, such as replacing the declaration of the end of the armistice, signing a peace treaty, and resolving the honeymoon between North Korea and China.
