지적제도를 반영한 해양공간경계분쟁의 관리전략 연구 (A Study on Management Strategy for Ocean Space Boundary Conflicts Reflecting Cadastral System)

초록

본 연구의 목적은 AHP분석에 의한 해양공간경계 분쟁의 관리전략을 제시하는 것이다. 이러하 연구목적을 효과적으로 달성하기 위해 육상경계관리제도인 지적제도를 적용하여 AHP분석의 모형을 작성하고, 육상 및 해상경계 관련전문가들을 대상으로 실증분석을 실시하였다.
그 결과, 첫째, 제1계층 해양공간경계 분쟁의 관리요인에서는 해상경계법률 0.433,해상경계등록(0.260), 해상경계정보(0.183), 해상경계측량(0.124)의 순으로 중요도 및 우선순위가 나타났다. 둘째, 제1계층 4개의 관리전략요인에 각각 포함된 요소에서는 해상경계법률 요인 → 해양경계신설법의 개정(0.611), 해상경계등록 요인→ 해상경계등록부 작성(0.449), 해양경계측량 요인 → 해안선 조사측량 및 DB구축(0.513), 해양경계정보 요인 → 해양관리정보시스템 구축(0.608)이 가장 높은 중요도와 우선순위를 보였다. 셋째, 복합가중치를 둔 중요도는 신설법의 개정 0.304, 기존법률의 정비 0.210, 해양국토정비사업 0.122, 해양공간용도지역 설정 0.027, 해양경계등록부 작성 0.053, 해양경계 조사측량 및 DB구축 0.074, 해양필지도 작성 0.042, 해양공간 GIS DB 구축 0.040, 해양관리정보시스템 구축 0.108, 공간정보시스템연계 0.020으로 나타났다. 따라서 신설법의 개정이 가장 중요하게 고려해야할 항목으로 확인되었으며, 다음으로 기존법률의 정비, 해양국토정비사업, 해양관리정보시스템 구축, 해양경계 조사측량 및 DB구축, 해양경계등록부 작성, 해양필지도 작성, 해양공간 GIS DB구축, 해양공간 용도지역 설정, 공간정보시스템 연계가 가장 우선적으로 고려해야할 항목들로 분석되었다.

영어초록

The purpose of this study is to suggest management strategies for ocean space boundary conflicts based on AHP analysis. In order to effectively achieve the purpose of this study, AHP analysis model was made, and positive analysis was conducted with land and ocean boundary experts.
As a result, first, for the management factors of the level 1 ocean space boundary conflicts, the importance and priority was in the order of ocean boundary laws (0.433), ocean boundary registration (0.260), ocean boundary information (0.183) and ocean boundary survey (0.124)Second, for the elements included in 4 different management strategy factors of level 1, the importance and priority was in the order of ocean boundary laws factor → revision of new ocean boundary laws (0.611), ocean boundary registration factor → making ocean boundary register (0.449), ocean boundary survey factor → coastline inquiry survey and establishment of DB (0.513) and ocean boundary information factor → establishment of ocean management information system (0.608).
Third, the importance with complex weighted value was in the order of revision of new laws (0.304), modification of existing laws (0.210), ocean territory management project (0.122), setting regions to be used for ocean space (0.027), making ocean boundary register (0.053), ocean boundary inquiry survey and establishment of DB (0.074), making parcel map(0.042), establishment of ocean space GIS DB (0.040), establishment of ocean management information system (0.108) and link with space information system (0.020). Therefore, it was found that revision of new laws was the most important item to be considered. The next most important items to be considered were in order of modification of existing laws, ocean territory management project, establishment of ocean management information system, ocean boundary inquiry survey and establishment of DB, making ocean boundary register, making ocean parcel map, establishment of ocean space GIS DB, setting regions to be used for ocean space, and link with space information system.
