순직·공상경찰관 후원제도의 실태분석과 개선방안-경찰청 복지정책과·참수리사랑·경찰소방공상자후원연합회를 중심으로- (An Analysis of Reality and Improvement Plans for the Sponsorship System of Policemen Died or Injured On Duty -With an Emphasis on the National Police Agency Welfare Polices, Chamsurilove and Associati)

초록

주지하는 바와 같이 우리나라 경찰제도는 1945년 10월 21일 국가경찰로 창설되어 2013년 현재 68주년을 맞이했다. 특히 오랜 시간을 국가경찰로 운영되다보니 그동안 꾸준히 증가해 온 순직·공상경찰관의 보상 문제는 자연히 국가가 책임져 왔다. 그러나 국가적 차원에서 마련된 보상제도가 아직도 미국이나 일본과 같은 선진국에 비해 많이 부족한 실정이며, 또한 이에 대한 개선방안이 꾸준히 강구되어 왔음에도 불구하고 여전히 미약한 상태다. 특히 순직·공상을 당하여 어려움을 겪는 경찰가족들에게 국가의 지원이 부족한 만큼 이를 보완하며 장기적인 후원이 가능한 민간차원의 후원단체가 생성 및 활성화될 수 있는 노력이 시급한 실정이다. 국내에서 2007년 재단법인 참수리사랑과 사단법인 경찰소방공상자후원연합회가 발족되었지만 여전히 미비한 수준에 머물러 있는 만큼 경찰청, 경찰 관련학회, 경찰경우회 등과 연계해 활성화 방안을 논의할 필요가 있다. 본 연구는 순직·공상경찰공무원 후원제도의 개선방안이라는 목적을 달성하기 위해 다음의 정책제언을 했다. 첫째, 경찰이 현재보다 더 시민에게 다가가는 친근한 분위기를 적극적으로 창출해 내어 순직·공상경찰을 돕는 민간후원단체의 활성화가 필요하다. 둘째, 경찰의 시민에 대한 이미지를 더욱 높이며 순직·공상후원단체가 활성화될 수 있도록 적극적 홍보활동을 펼쳐 나가야 한다. 셋째, 국가경찰제를 취하는 국가에서보다 자치경찰제를 시행하는 미국이나 일본 등에서 순직·공상경찰관을 위한 비영리사단법인이 활성화 되어 있는 만큼, 우리도 단·중기적으로 자치경찰제를 도입하여 우리 시민 및 민간단체 차원에서 순직·공상경찰공무원을 후원하는 분위기를 만들어 나가는 것도 좋을 것이다. 국가경찰제로만 운영하다보니 순직·공상경찰이 발생하는 경우 이는 국가가 전적으로 책임질 일이다라는 시민의 시각이 강하기 때문에 이들을 후원하는 민간후원단체의 활성화가 미약할 가능성이 높다. 넷째, 우리 경찰도 어린이 경찰대를 활성화 시켜 어릴 때부터 경찰공무원을 사랑하는 마음이 싹트게 하고 이들이 훗날 순직·공상경찰을 돕는데 일조하는 훌륭한 경찰고객이 되도록 중·장기적 계획을 실행하는 것도 필요하다는 점을 시급한 대안으로 제시하였다.

영어초록

As everyone knows, the Korean Police system was established on October 21, 1945 as the National Police and welcomed its 68th anniversary in 2013. Especially, as it has been operating as the national police for a long time, it was naturally on the government to deal with the issue of compensating the constantly increasing number of policemen died or injured on duty.However, the compensation system prepared in the national stage is lacked of by far compared to advanced countries such as the United States or Japan, and despite the fact that improvement plans has been constantly studied, it still lacks a lot. In special, as there is a lack of support from the government for the families of policemen who are in difficulties due to that death or injury, it is constantly required the efforts to create and activate private sponsoring groups who can afford long-term sponsorship and supplement that insufficiency. In 2007, while a juridical foundation, Chamsoorisarang, and a private foundation, the Association of Police and Firemen Injured on Duty have started, they are still in inadequate standards. Therefore, it is necessary to discuss plans for vitalization by working with the National Police Agency, police-related academia and ex-police associations. This research recommends the following polices to achieve the purpose of providing improvement plans for sponsorship systems for policemen died or injured on duty. Firstly, by positively creating an atmosphere of the police that is more approachable and friendly for the citizens, it should allow for vitalization of private sponsoring groups helping policemen died or injured on duty. Secondly, it should be promoted the image of the police on citizens to allow for vitalization of those groups sponsoring policemen died or injured on duty, and have active promotional activities accordingly. Third, as the countries with local police systems such as the United States and Japan have more vitalized not-for-profit corporations for policemen died or injured on duty compared to countries with national police system, we, too, could introduce local police system in short-to-medium term and make an atmosphere of sponsoring policemen died or injured on duty from the citizens or private level. With the sole operation as a national police system, citizens have strong perception that the government should take the whole responsibility for policemen died or injured on duty, therefore, it is recognized that there is a weak activation of private groups sponsoring them. Fourth, it is also recommended as an urgent plan to execute in medium-to-long term that our policemen shall activate children policemen system to encourage the children to love the police from their early years as well as to become great police customers contributing to help policemen died or injured on duty in the future.
