초록

본 논문에서는 중국의 부상으로 인해 동남아시아 국제사회에 새롭게 형성되고 있는 국제관계 변화의 큰 틀을 배경으로, 중국과 베트남 관계를 연구하였다. 특히 중국은 아시아 헤게모니 장악을 위한 국가 대전략과 대외성장 전략의 일환으로 일대일로(一带一路)를 진행하고 있다. 그 주요한 수단은 중국과 연접한 개도국들과 인프라 연계성(connectivity)을 기반으로 하는 경제, 외교정책, 인프라, 금융, 문화협력 교류의 소통(5通)을 통해, 공동발전을 기치로 하는 연계성사업이다.
중국이 제시하는 일대일로(一带一路) 구상과 베트남의 양랑일권(两廊一圈)의 연결은 중국과 베트남의 긴장된 국경지역에 활력을 불어넣고 지역경제를 발전시키는 수단이 되는 협력사업으로 양국의 모두에게 경제적 이익을 가져다준다. 그러나 양국사이에 존재하는 일련의 지정학적 문제와 국제정치의 이해관계로 인해 진정한 협력을 이끌어 내는 데에는 한계점이 존재한다. 다른 한편으로, 양국의 연계성은 중국과 베트남의 내재된 갈등관계를 지양하고, 새로운 협력관계를 모색하는 전환점을 가져올 수 있는 사업으로, 양국관계 미래의 중요한 정치·경제적 협력역할을 할 수 있다. 이러한 양국의 인프라 연결사업의 성공은 양국의 상호신뢰와 관계개선을 바탕으로 이루어질 수 있는 것으로, 본 논문에서는 남중국해 갈등이라는 특수한 지정학적 관계에 놓인 양국이 국경경제 협력사업을 통해 새로운 관계를 모색하고자 하는 노력이 양국관계 개선의 돌파구가 될 수 있을지 살펴보고자 한다.
본 연구에서는 베트남과 중국관계의 새로운 전환점이 되는 시기를 중심으로 하여 양국이 진행하고자 하는 연계성 협력사업에 연구초점을 맞추었다. 또한 중국 일대일로(一帶一路)의 국가 전략적 함의와 베트남 양랑일권(两廊一圈) 연계의 전략적 함의 분석을 통하여 양국 연계성의 성공가능성을 분석함과 동시, 현재까지 진행된 연계성사업의 성과와 문제점들을 고찰하였다. 아울러, 연계성에 대한 양국의 협력전략 분석을 통하여 협력사업이 지니는 정치경제적 함의를 분석하였다. 마지막으로 양국의 연계성협력 노력에도 불구하고, 양국관계 발전의 걸림돌이 되고 있는 남중국해의 지정학적 갈등과 중국의 부상에 대한 베트남 주변국 대응이 양국의 협력에 미칠 영향력을 논하였다.

영어초록

This study aims to analyze the relationship between China and Vietnam under a background of the new changes in international relations that from the rise of China. In particular, currently, China is conducting Belt & Road Initiative (BRI) as part of its national strategy and foreign economic policy which has been strengthened under the Xi Jin Ping regime. It called ‘5 Connectivity (五通)’ such as ‘greater infrastructure connectivity, economic integration, policy coordination, financial cooperation, cultural exchange and benefit sharing’ based on infrastructure connectivity with developing countries for connect with China.
The link between China‘s Belt & Road Initiative (BRI) and Vietnam's Two Corridors & One Belt, is a collaborative project that will energize and develop the local economy in the border areas. It also brings economic benefits to both countries through infrastructure connectivity. However, there is a limit to the genuine cooperation between the two countries due to a geopolitical problems and the interests of international politics. On the other hand, in order to avoid the inherent conflicts between China and Vietnam, for bring about a turning point in seeking new partnerships, the connectivity will be effective one between the two countries. For the future of bilateral relations, the connectivity can play an important role of political and economic cooperation. But the success of these two infrastructure connectivity can be achieved only through mutual trust and recognition based on improved relationship between the two countries.
This study focused on 2011 that a new turning point in Vietnam-China relations, reviewed the cooperation projects and their changes that the two countries have been pursuing. In addition, through analyzing the strategic implications of ‘China’s Belt & Road Initiative (BRI)’ and ‘Vietnam's Two Corridors & One Belt’, anticipate the success of its connectivity. also, reviewed the performances and problems of the connectivity project that has been carried out so far. Finally, trying to found out the political and economic implications of connectivity of the two countries.
Despite the long cooperation efforts of the two countries in the border region, Development of bilateral relations still have affected by a obstacles that geopolitical conflicts in the South China Sea and the international order of neighboring countries against the balance of power between the United States and China. Nevertheless, the effort of connectivity of the two countries seems to have a positive influence on the prioritized infrastructure project.
