오래된 문제, 또 한번의 시도 - 사회복지실천론과 기술론 교육에 관한 교수 및 현장전문가의 인식 (Yet Another Try at Cracking an Old Issue -Reevaluating Issues of Social Work Practice Education in Korea)

초록

이 연구의 목적은 한국사회복지실천교육의 핵심교과목인 사회복지실천론과 기술론이 당면하고 있는 주요 문제들을 진단하고, 향후 개선방향을 논의하고자 한 것이다. 이를 위해 의도적 표집방법을 활용하여 현재 실천론과 기술론을 강의하고 있는 교수 및 현장경력 5년 이상인 전문가를 대상으로 초점집단인터뷰 및 온라인조사를 실시하였다. 연구결과, 현재 실천교육이 당면하고 있는 문제는 실천교육 교수 및 현장전문가 모두 두 과목의 경계가 명확하지 않은 점, 많은 학습내용에 비해 짧은 교수시간 등으로 현장에 적용 가능한 충분한 학습이 되지 않는 점이 제시되었다. 문제의 원인으로는 교수와 현장전문가 모두 실천과목임에도 불구하고, 이론중심의 강의가 이루어지는 현실을 지적하였다. 이에 대해 교수들은 일부 현장경험 없는 실천교육 교수의 역량문제, 현장전문가들은 강의전달식, 외국사례중심의 이론 강의, 자격증 중심의 얕은 교육을 문제의 원인으로 제기하였다. 이에 대한 개선방향으로는 두 집단 모두 공통적으로 현장성 강화를 강조하였다. 다만, 교수들은 이를 위해 교수방법, 교재, 교과목 지침서 등이 중요함을 제시하였고, 현장전문가들은 가치와 윤리에 대한 기본교육 강화를 통해 현장과 클라이언트에 대한 진정성을 가진 인재가 배출되어야 함을 강조하였다. 이 연구는 실천교육의 수요자 및 공급자 측면에서 사회복지실천교육의 현실을 심층적이고 다각도로 탐색한 점에서 향후 실천교육의 방향 설정에 중요한 기초자료를 제공하였으며, 이를 토대로 실천교육의 실질적인 과제들을 논의하고 있다.

영어초록

This study aims to assess issues in pedagogy of the two core courses in Korea’s social work practice education: Theories of Social Work Practice and the Skills and Techniques of Social Work Practice, and to explore ways to improve them going forward. Using purposive sampling method, focus group interviews and one-line survey were conducted with a group of professors currently teaching the aforementioned courses, and social workers with 5 or more years of field work experience. Both the professors and the social workers agreed that the core problem with current pedagogy of the two courses in question come from unclear boundaries between the two courses, as well as the tendency that too much content being crammed into limited course hours. They also displayed mutual concerns with these practice courses are taught with too much focus on theories rather than focusing on more practical knowledge that are more useful in field practice. In addition, some of the professors believed that many instructors lack field experience, making them inherently unqualified to teach these courses adequately. On the other hand, the social workers pointed out lecture based narrative teaching style and excessive use of foreign case study as major problem, in addition to the shallow depth of knowledge transferred, focused only on getting students pass the certification tests.
Both the professor and the social worker groups agreed that improving practicality of the course content is the right direction in enhancing the effectiveness of these courses. To this end, the professor group pointed out the importance of teaching style, quality of content, and course guidelines, while the social worker group insisted that basic values and ethics must be stressed in order to nurture practitioners with sympathy and sincerity when dealing with real-world clients. The significance of this study comes from the fact that the issues and possible solutions were explored in depth from both demand and supply sides of the educational content, and it is expected to serve as an important exploratory study that would accelerate enhancement of social work practice education in Korea’s unique social context.
