초록

국제사회에서의 주요한 행위자인 국가들을 중심으로 하는 전통적인 외교는 정보통신기술의 발전과 교통수단의 발달로 말미암아 변모를 거듭하고 있다. 이 중 대표적인 것이 상대국 국민의 의견, 즉 여론에 대하여 직접 영향을 끼쳐 자국의 이미지를 개선하고 궁극적으로 자국의 국가이익을 제고하도록 하는 공공외교이다. 즉 공공외교는 지식과 언어와 문화 그리고 미디어 등의 다각적인 수단을 가지고 상대국 국민에게 직접 다가가는 공공외교가 최근 주목을 받고 있는 것이 사실이다. 그런데 공공외교는 쌍방향적인 협동(collaboration)의 과정을 통하여 상대국의 시민들을 이해하고 나아가 그 상대국 국민에게 자국의 정보와 정책을 효과적으로 전달함으로 기존의 잘못된 정보를 교정하고 상대국 대중에게 우회적인 영향력을 행사한다는 점에서 상대국 국민에게 다가가는 기제 혹은 수단이 중요해지게 된다. 이에 따라 상대국 국민에게 효과적으로 접근할 수 있는 수단이 무엇인지에 대한 고민을 본격화하게 되었고 이를 통하여 새롭게 등장한 것인 바로 디지털 공공외교이다. 최근 개발된 미디어기기와 쌍방향 소통을 온라인상으로 가능하게 해주는 SNS 플랫폼의 등장은 디지털 공공외교에 대한 논의의 필요성을 배가시키고 있는 것이다. 다만 공공외교에 대한 합의된 정의가 존재하지 않는 상황에서 디지털 공공외교의 실효적인 수행을 위해서는 적정하고 바람직한 수준에서의 정책적 지향점을 설정하는 것이 요구되는 것이 사실이다. 그렇다면 디지털 대사와 관련 기관들을 통하여 디지털 공공외교 수행의 권한과 책임을 명확히 하고 있을 뿐만 아니라 전문적인 인력의 활용방안을 마련하고 정책의 지향점을 분명히 하고 있는 프랑스의 경험은 우리에게 소중한 시사점을 던져줄 것이다. 특히 정책은 법률을 통하여 구체화된다는 점을 고려한다면 공공외교를 위한 법률인 공공외교법의 개정방안에 대한 논의는 디지털 공공외교 관련 정책을 보다 선명하게 부각시키고 정책방향성 역시 보다 분명하게 설정할 수 있도록 할 것이다.

영어초록

Traditional diplomacy which is centered on countries, which are major actors in the international community, has been transformed due to too much information and the development of communication technology and transportation. A representative aspect of these is public diplomacy, which directly affects the opinions of the people of the other country, that is, public opinion, in order to improve the image of the country and ultimately enhance its national interests. In other words, it is true that public diplomacy, which directly approaches the people of the other country with various means such as knowledge, language, culture, and media, has recently attracted attention in the filed of diplomacy. Furthermore, public diplomacy becomes more important in that it corrects existing misinformation and indirectly exerts influence on the public of the other country by understanding our domestic situation and effectively communicating their information and policies to the other country's citizens through interactive communications. As a result, we begin to think in earnest about what kind of means to effectively approach the people of the other country effectively. And we come to the conclusion that it is digital public diplomacy that has emerged for the sake of the purpose mentioned above. The emergence of an SNS platform that enables interactive communication throughout the recently developed media devices and satisfies the need for discussions on digital public diplomacy. However, in the absence of an agreed definition of public diplomacy, it is true that it is necessary to decide the directions of policy at an appropriate and desirable level for the purpose of effective implementation of digital public diplomacy. And for the effective implementation of digital public diplomacy, the French policy of clarifying the authority and responsibility of digital public diplomacy through digital ambassadors and related institutions, as well as paving ways to use professional manpower and clarifying policy directions, will give us valuable implications in terms of securing the digital diplomacy policy. In particular, considering that policies are embodied through laws, discussions on revising the Public Diplomacy Act will highlight the policies related to digital public diplomacy more clearly and help to set policy directions on digital diplomacy more clearly.
