지역발전 측면에서의 지역문화진흥법의 역할 - ‘피란수도 부산’의 유네스코 세계유산 등재와의 연계 (The Role of Local Culture Promotion Act in Regional Development - To register 'The Wartime Capital Busan' as a UNESCO World Heritage List)

초록

지역문화진흥법은 지역 간 문화격차 해소와 문화다양성 추구, 생활문화와 지역문화진흥의 기반을 구축하고 문화적 분권화의 의미 있는 기초를 마련했다고 본다. 특히 부산의 경우 ‘피란수도 부산’의 유네스코 세계유산 등재가 실현되기 위해서는 ‘세계유산협약 운영지침’의 등록요건인 등재대상 유산의 국내법적 보존관리계획의 충실성을 고려한 지역문화진흥법상 문화도시와 문화지구의 지정이 선결과제이다. ‘피란수도 부산’의 유네스코 세계유산 등재 추진계획에 맞추려면 2017년 하반기까지는 문화도시와 문화지구 지정 신청이 이루어져야 하며 주변 영업시설이 문화적 환경과 조화를 이룰 수 있도록 문화지구로 지정되기 전 관련 조례 제정에도 각별한 주의가 필요하다.

영어초록

The Local Cultural Promotion Act aims to provide a foundation for local cultural promotion by removing the cultural uniformity centered on central administration and establishing plans for the promotion of regional culture that guarantees the uniqueness and independence of the local community, and prepared the foundation of elimination of regional cultural gap and pursuit of cultural diversity, establishing foundation for living culture and local culture promotion and a meaningful foundation of cultural decentralization. At the national level in the Local Culture Promotion Act, designation of Cultural City by Sector, at the local level Cultural District designation and promotion of local living culture expansion and support of living culture facility training local culture professionals, inter-regional cooperation to revitalize local culture, and the efforts of the state and local governments should be done together to strengthen the cooperation between the region and enterprises. Especially, in case of Busan, in order for 'The Wartime Capital Busan' to be listed on the UNESCO World Heritage List, designation of cultural cities and cultural districts under the Local Cultural Promotion Act is a prerequisite. And then each nominated property should have an appropriate management plan or other documented management system in domestic law for the listed heritage, which is a registration requirement of the 'World Heritage Convention Operation Guideline'. In order to meet the UNESCO World Heritage promotion plan for 'The Wartime Capital Busan', applications for the designation of cultural cities and culture districts should be made until the second half of 2017 and special attention should be paid to enactment of relevant municipal ordinances before being designated as a cultural district so that the surrounding business facilities can harmonize with the cultural environment.
