고령층 이동통신 요금감면 제도가 이동통신 요금 및 이용 시간 등에 미친 영향분석 (Analysis of the Impact of the Mobile Communication Rates Reduction System for the Elderly on Mobile Communication Rates and Usage Time)

초록

고령층 이동통신 요금감면 제도는 일상생활의 다양한 서비스가 이동통신을 통해제공됨에 따라, 고령층의 통신 접근권을 보장하기 위한 지원이 필요하다는 배경 하에 시행되었다. 이에 따라, 고령층 이동통신 요금감면 제도는 통신비 부담경감뿐만아니라 디지털 서비스 이용을 유인하여 디지털 격차를 해소하려는 목표가 존재한다. 하지만, 고령층 이동통신 요금감면 제도의 효과에 대한 실증적 분석이 부재하여 목표 달성 여부를 확인하지 못하고 있으며, 요금감면금액이 지속 증가함에 따라재원 부담 주체에 대한 논란이 제기되고 있다.
이와 같은 배경 하에 본 연구에서는 고령층 이동통신 요금감면 제도의 효과를 측정하기 위해 「한국미디어패널조사」 데이터를 이중차분모형을 이용하여 분석하였다. 분석 결과 고령층 이동통신 요금감면이 수혜자의 이동통신 요금 지출액 경감과부가통신서비스 이용 시간 증가에 기여한 것을 확인하였다. 반면에, 고령층 이동통신 요금감면 시행에도 불구하고 수혜자의 음성통화와 문자메시지 이용은 줄어든것으로 나타나, 요금감면이 수혜자의 기간통신서비스 이용 시간⋅횟수 증가에는기여하지 못하는 것을 확인할 수 있었다.
경제적인 측면에서 네트워크 외부효과의 존재는 기간통신사업자의 취약계층 요금감면을 포함한 보편적 역무 제공 의무뿐만 아니라 재원 분담 의무의 근거로 활용되어 왔다. 고령층 요금감면 제도 시행으로 수혜자의 부가통신서비스 이용 시간이 유의미하게 증가한 것을 보면, 요금감면 제도가 부가통신사업자의 네트워크 외부효과 증대 등 편익을 증가시킨 것으로 볼 수 있다. 시장 및 기술발전으로 통신시장구조가 변화하는 상황에서 취약계층 요금감면을 포함한 보편적 역무 제공 및 재원분담 의무를 전적으로 기간통신사업자가 부담하는 현행 구조의 적정성에 대한 검토가 필요한 시기이다.

영어초록

The mobile communication service rates reduction system for the elderly was implemented under the background that support was needed to ensure the elderly’s right to access communication services as various services in daily life are provided through mobile communication services. Accordingly, the mobile communication service rates reduction system for the elderly has the goal of eliminating the digital divide by not only reducing the burden of communication expenditures but also encouraging the use of digital services.
However, due to the lack of empirical analysis on the effectiveness of the mobile communication service rates reduction system for the elderly, it is not possible to confirm whether the goal has been achieved, and as the rates reduction amount continues to increase, controversy is being raised about who will bear the financial burden.
Against this background, in this study, data from the Korea Media Panel Survey were analyzed using a difference-in-differences model to measure the effectiveness of the mobile communication service rates reduction system for the elderly. As a result of the analysis, it was confirmed that the mobile communication service rates reduction system for the elderly contributed to reducing beneficiaries’ mobile communication expenditures and increasing the time spent using value-added telecommunications services. On the other hand, despite the implementation of mobile communication service rates reduction system for the elderly, beneficiaries’ voice call usage time and number of text messaging usage appeared to have decreased, confirming that the rates reduction did not contribute to the beneficiaries’ increase in facilities-based telecommunications services usage time.
From an economic perspective, the existence of network externalities has been used as the basis for not only the obligation of telecommunications carriers to provide universal services, including rates reductions for vulnerable groups, but also the obligation to share financial resources. Looking at the significant increase in beneficiaries’ usage time of value-added telecommunications services due to the implementation of the rates reduction system for the elderly, it can be seen that the benefits of value-added communication service providers, such as increased network external effects, have increased due to the rates reduction system. In a situation where the telecommunication market structure is changing due to market and technological development, it is time to review the appropriateness of the current structure in which the facilities-based telecommunication service provider is fully responsible for providing universal services and sharing financial resources, including rate reductions for vulnerable groups.
