The Adoption of Local Economic Development Policy Tools Under State Growth Management Act: Empirical Evidence from American Municipal Governments

The previous research on the adoption of local economic development policy tools has been limited by examining policy tool choice factors at the only local level and did not estimate how state-level factors such as state growth management act influence the adoption of local governments' economic development policy tools. This study attempts to gain fuller understanding of local economic development policy tools choice by looking at variables of both local government levels and state governments level. In this study, we find strong evidence that the adoption of local economic development policy tools was influenced by state growth management act (GMA) as the upper-level rule, which did not considered as previous research. Even though this study finds additive effect of state GMA on local government policy tool choice, the finding does not support the combined influence of council-manager government and state growth management act. In addition, this study confirms that institutional conditions defined as political institution, strategic planning like written rules, and partnerships as informal institution significantly influence the use of local economic development policy tools. For sustainable development, policy decision makers will need to carefully consider balanced approach of economic development and environmental protection rather than growth control mechanism.
