초록

After the collapse of communism and the disintegration of CMEA, much of economical-institutional divergence in the Central and Eastern Europe reflects its structural potential for the economic growth. Over 28 years, the economic achievements of Visegrad 4 and Baltics States (B3) were very impressive and these countries maintained political stability, economic growth and prosperity by strengthening social and economic cooperation among the V4 and B3 countries as well as European Union.
Remarkable success of V4 and B3 countries in politics, economy, and international relations creates new opportunities of cooperation among middle powers in regional and global level. The V4 and B3 experiences of reform with minimum level of social conflicts will provide relevant lessons for Korean Peninsula. Korea, V4, and B3 countries together make platform of cooperation and ladder for late comers of integration and development.
A new format “4+1” for cooperation between the Visegrad and “3+1” for Baltic States and Korea aimed at promoting the development of middle power diplomacy in a wide range of regional, global security and economic and cultural cooperation issues. Cooperation with the Visegrad and Baltic States as an EU Member State will provide an opportunity to strengthen Korea’s diplomatic influence on the EU's foreign policy. The overall knowledge of middle power enables to bring more peace and common prosperity. The role of facilitators and middle men between Great Power and the world, is very useful for encouraging equal trade that eventually reduce global imbalance and gap, as a result, the world system will be more secured.
