초록

낙동강하구둑 건설사업은 상위 계획인 제2차 국토종합개발계획, 제5차 경제사회발전계획과 더불어 1985년 건설부에서 승인된 부산시 도시계획과 맞물려 진행되었다. 사업의 목적은 낙동강 하류부의 급증하는 생·공·농업 용수를 염해 피해 없이 지속 공급하고 동시에 하구 지역 종합개발계획을 촉진하는 데 있었다. 추진 배경으로는 국토종합개발계획이라는 국가 정책을 기초로 대외적 2차 석유파동의 경제적 난국을 해결하고 신군부의 정치적 안정화로써 활용된 측면이 있었다. 사업 시행 전 대규모 매립을 포함한 설계안들이 제시되었으나 최종적으로 범위가 완전히 축소된 새로운 설계안이 채택되었다. 이것은 낙동강 하구 철새도래지에 관한 국내외학자 및 자연보호 단체 등의 관심과 반발 그리고 차관 처인 세계은행의 압박을 완전히 무시할 수 없었기 때문이었다.
그러나 기공식 이후 8개월 만에 계획은 다시 변경되어 매립지가 확대되었다. 확대된 토지의 이용 계획에서 정부와 부산시의 이견이 발생하였으나 부산시는 나아가 2차 확장매립까지 계획하고 있었다. 결국, 사업의 완료 시점이 되자 정부는 2차 확장 매립지를 보류하는 조건으로 명지·녹산지구에 대규모 매립을 본격화하였다. 결과적으로 낙동강하구둑 건설사업의 시작과 더불어 부산시는 열악한 도시구조를 해결하고 공업 용지를 확보할 수 있었으며 나아가 행정 구역을 확대하였다. 그리고 정부는 이 일대에 동남권 개발사업인 남동임해공업단지를 만들었다. 그렇게 부산의 외곽지역인 낙동강 하구에 ‘서부산’ 산업단지가 형성되었다.

영어초록

The Nakdong River Estuary Bank Construction Project was carried out in conjunction with the higher-level plans of the Second National Comprehensive Development Plan and the Fifth Economic and Social Development Plan, as well as the Busan City Urban Plan approved by the Ministry of Construction in 1985. The purpose of the project was to ensure a sustainable supply of the rapidly increasing household, industry, and agricultural water in the lower reaches of the Nakdong River without causing salt damage, while simultaneously promoting a comprehensive development plan for the estuary area. The project was based on the national policy of the National Comprehensive Development Plan, which was used to resolve the economic difficulties of the second oil crisis and to stabilize the political situation under the new military government. Prior to the project's implementation, designs were presented that included large-scale land reclamation, but a new design was ultimately adopted that was completely reduced in scope. This was due to concerns and opposition from domestic and international scholars and nature conservation organizations regarding the migratory birdlife at the Nakdong River estuary, as well as pressure from the World Bank.
However, eight months after the groundbreaking ceremony, the plan was changed again and the landfill area was enlarged. The government and Busan City disagreed on how to use the expanded land, but Busan City was planning a second expansion of the landfill. Eventually, when the project was completed, the government put the second expansion landfill on hold and began a large-scale landfill in the Myeongji and Noksan districts. As a result, with the start of the Nakdong River Estuary Construction Project, Busan was able to resolve its poor urban structure, secure industrial land, and expand its administrative area. In addition, the government built the Namdong waterfront Industrial Complex, a development project in the southeast region, in this area. Thus, the 'Seobusan' industrial complex was formed at the mouth of the Nakdong River, an outlying area of Busan.
