17세기 두모포왜관 운영을 위한 행정체계와 지방관의 역할 (The Administrative System and Local Governor's Role for the Management of Dumopo-waegwan in the 17th Centry)

초록

This paper focused on Dumopo-waegwan(豆毛浦倭館) built by Chosun government upon the restoration of diplomatic relations between Chosun and Japan after the Imjin Waeran. The Chosun government had come to deliberate how to manage this Waegwan and make its system for smoothy operation. First of all, the problem of the personnel management of local governors was paid attention. The local governor was not a just mediator but a key person who could stabilize or make worse the relationship between Chosun and Japan according to the discharge of his conduct.
Gyoungsanggamsa(The Chief Executive of Gyoungsang Province), Dongnaebusa(The Chief Executive of Dongnae-Bu) and Busanchumsa(The Chief Executive of Busan-Jin) were recommanded directly by Beebyeonsa not a agency of personnel recommendation such as Yi-Jo(吏曹) and Byoung-Jo(兵曹). From this, importance of that positions can be apprehended.
Affairs related to Japan were taken a share by Dongnaebusa and Busanchumsa who got in direct contact with Japan envoys. Dongnaebusa was a general diplomat receiving Japan envoys and in charge of understanding the extent of trade with Japan and rooting out smuggling as an accounting official of Waegwan trade. The key role of Busanchumsa as a chief in the coast base was to supervise coming and going of Japanese merchant ships. He took the responsibility for distribution between Chosun and Japan also. Administrative system including personnel management had been organized like this, and thenceforth communication system was organized because the condition of Waegwan was reported promptly to Seoul government.
Contrary to this political position of Chosun government managing Waegwan through a control policy, residents in Dongnae-Bu considered Waegwan as the basis of their livelihood and had been eliminating perspectives viewing Waegwan and Japanese as ‘others'.
