아편전쟁과 동아시아 근대화과정에서 나타난 중․일의 대응방식 분석 (An Analysis of the Process of Modernization in East Asia and the Corresponding changes in China and Japan after the Opium Wars)

초록

이 논문은 아편전쟁과 동아시아 근대화과정에서 나타난 중국
과 일본의 대응방식을 비교분석한 것이다. 동아시아 근대기에 발생했던
아편전쟁은 동양과 서양의 문물이 군사적으로 충돌한 사건이었지만, 그
결과는 서구열강이 중국을 비롯한 동아시아전역을 지배하는 것으로 나타
났다. 아편전쟁 이후 중국은 19세기 세계정치경제의 중심국가였던 영국에
의해 불평등조약을 체결한 것을 시작으로 연속적인 서구열강의 시장쟁탈
지로 전락하였다. 중국은 아편전쟁 당시 황제를 중심으로 한 전통적 봉건
제를 실시하여 급변하는 세계정세에 대한 적절한 대응을 하지 못하였다.
중국의 추진한 쇄국정책은 중국이 이미 산업혁명을 거친 서구열강의 힘에
대한 본질파악에 미흡했으며, 그 결과 역시 주도권 상실로 이어졌다.
일본은 아편전쟁 이후 급변하는 동아시아정세변화에 발빠르게 적응한
대표적인 국가로 분류된다. 일본이 서구열강들로부터 강제점령 당하지 않
고, 대응할 수 있었던 것은 중국에서 발생했던 아편전쟁의 교훈이었다. 일
본 내부의 쇼군파와 존황제를 주장한 개혁파의 갈등이 단시일내에 개혁파
의 승리로 끝난 점도 주요요인이 되었다.
1868년 메이지 유신은 일본 일반 국민들로부터의 변혁이 아닌 상층부
관리들의 분명한 개혁의지가 있었기 때문에 가능했다. 아편전쟁 당시 중
국과 일본의 국가체제는 봉건제를 실시한 전대적 국가들이었음에도 불구
하고 아편전쟁 이후에는 일본이 중국을 초월하여 근대화를 이룬 데에는
권력엘리트들의 개혁의가 달랐기 때문이다. 동아시아 근대기 중국과 일본엘리트들의 대외인식의 교훈은 21세기 국제질서에서도 해당국의 국가미래
를 가늠하는 기준이 될 것이다.

영어초록

This study analyzed how to readdress the external political changes in
China and Japan exhibited in the process of modernization. The Opium Wars
from 1839 to 1842 helped determine the military superiority between the
West and the Orient, and England's victory lead the western powers to
govern East Asia.
With its defeat in the Opium Wars, China concluded the Sino-British
Treaty in 1842 Nanjing Agreement, which was an unfair agreement which
demanded that they pay compensation to the British and lead to a decline
in Chinese power. It could not correspond to the rapidly changing world
because of its feudalism system of government centering on the emperor. As
well, its political system, closed to foreign business, was not strong enough
to overcome the western powers which had already had the Industrial
Revolution. The inability of the upper elites of China to understand foreign
powers and reform systems, unstable political conditions and financial panic
due to the unfair treaty were main reasons of Chinese failure to modernize.
Meanwhile, Japan was a representative country which corresponded to
rapidly changing foreign trends after the Opium Wars. Its international
relations with western powers were different from Chinese due to strategic
values western powers expected from Japan such as centralized authoritarian
rule and elites' recognition on foreign powers. That is, Japanese modernization
was successful because the strategic values of the western powers were consistent with Japanese elites' recognition of foreign powers, and its intention
to reform all systems of government in Japan which were dominated by the
ranks of power. In conclusion, though both national systems of China and
Japan at the time of Opium Wars were pre-modern based on feudalism, after
the wars, Japan succeeded in modernization as its ranks of power had more
advanced consciousness of foreign trends and intention to reform. Historical
experiences exhibited in the process of modernization in East Asia will give
both countries important lessons for setting national strategies and goals in
the 21st century.
