동유럽 체제전환 국가의 시민사회 발전에 대한 일고찰 (A Study on the Development of Civil Society of Transitional Countries in Eastern Europe)

초록

본 연구는 동유럽 체제전환 국가들의 시민사회와 시민운동을 고찰한 뒤 시민사회의 발전을 저해하는 요인들을 살펴본다. 현실사회주의 체제 하에서 당-국가는 모든 형태의 자율적 단체 활동을 억압하고 국가에 의해 통제되고 관리되는 조직에 참여하도록 시민들을 강제했다. 체제전환 초기의 열광 속에서 많은 시민단체가 급속히 증가했다. 그러나 현실사회주의 체제 하에서의 강제된 단체 참여의 경험, 정치에 대한 실망, 체제전환에 따른 경제적 어려움 등의 이유로 1990년대 후반 이래 동유럽 시민사회는 완만한 발전을 보인다. 또한 체제전환 초기에 해외 단체와 개인후원자의 적극적인 지원과 기부는 동유럽 국가들의 민주주의와 시민사회 발전에 기여했다. 그러나 그것은 시민단체들로 하여금 후원자들의 요구와 관심에 상응하는 프로젝트를 하게 됨으로써 국내적 필요성이나 시민들의 실제 요구와는 괴리를 보였다. 동유럽 시민사회의 발전을 위해서는 동유럽 시민들 속에 여전히 내재되어 있는 수동적이고 반사적이며 타자적인 정치적 정향과 가족 이외의 타인에 대한 불신감을 시민사회 발전의 근본 요건의 하나인 능동적이고 자기결정성을 중시하는 참여적 정치행태 및 다른 시민과의 연대의식의 담지자로 전환시키는 것이 긴급히 요구된다.

영어초록

The purpose of this study is to review civil society and civil movement of the transitional countries in Eastern Europe, and to examine the factors that hinder the development of the civil society. Under the real socialist system, the one party-state suppressed all forms of activities of autonomous organizations, and forced the citizens to participate in the organizations that were controlled and managed by the state. There was a rapid increase of number of civic groups due to the enthusiasm in the early stages of transition. Since the late 1990s, the experience of forced participation in organizations under the real socialist system, political disappointment, economic difficulties due to transitions, and other relative reasons have led to the gradual development of civil society in Eastern Europe. Since the transition, the important factor that contributed to the development of civil society in Eastern Europe, domestically, would be the consent of political elites with regards to the need for the development of civil society or the government's favorable attitude and support of invigorating civic groups. The active financial support of international organizations and private contributors also played an important role to the development of civil society in Eastern European countries. However, this was accompanied by projects of the civic groups corresponding to the needs and interests of sponsors, which later deviated from the domestic need or real demands of the citizens. For the development of civil society in Eastern Europe, the government should not only support financially but also make an effort to convert, as a bearer of collective awareness between citizens, the passive, reflexive and remote political orientation that is still inherent in the East European citizens and the distrust of others apart from family members, to a participating political form that emphasizes activeness, which is a basic requirement of the development of civil society, and self-determination through civic education.
