초록

본 논문은 러시아 동시베리아·극동의 가스전과 운송망의 성공 가능성과 이에따른 동북아 국가들로의 공급 안정성은 동북아 국가들의 에너지 안보정책에서의러시아 가스의 지정학적 긍정성, 가격 적정성, 수요 충족성 등 3 기준에서의 합당성에 따른 선행적 가격 합의에 좌우될 것이라는 점에 초점을 두어 분석을 하였다.
전체적으로 보아 러시아 동시베리아·극동 가스 수입에 대해 한국, 중국에게는 지정학적 긍정성을 갖고 있는 반면 우크라이나 사태 이후 일본에게는 에너지 안보에서 지정학적 긍정성이 약화되었다고, 수요충족성은 불확실하나 가격 합의가 원만이 이루어진다면 선순환적 수요충족성이 생길 것으로 판단된다.
작년에 이루어진 러중가스협상은 러시아 가스의 가격적정성 확보에 큰 영향을미쳤다. 가장 큰 수요국인 중국의 장기계약 체결은 성공은 동시베리아·극동의 가스전 개발과 운송말 건설의 완성 시기를 앞당길 수 있게 할 것이며, 이는 한국과일본에게도 가스가격 협상에 적극적으로 나서게 할 것임은 물론 수요충족성에 대해서도 긍정적으로 평가하게 할 것이다. 다만 문제가 되는 것은 세계적으로 보아가스의 공급 안보에 대한 우려가 줄어들고 아시아 LNG시장의 안정화 추세가 러시아 가스의 가격적정성을 저해할 우려가 있음을 지적하지 않을 수 없다.
동북아 가스분야의 에너지 안보와 관련해서 한국이 명심해야 할 점은 가스 가격의불확실성에 대응하는 리스크 헤징 전략을 갖고 있어야 한다는 것이다, 셰일 가스의영향력을 과대평가하여 지정학적 이익을 갖고 있는 남북러 가스관 프로젝트를 사장시키는 것은 현명한 처사가 아님을 강조하지 않을 수 없다. 한국은 LNG 공급 안정성에 대응하여 LNG 트레이딩 허브 구축 등 LNG 시장 변화에도 적극 대응하면서도한중일 대러 가스협력을 선도하여 동북아 통합가스망 사업에 남북러 가스관 사업을포함시키는 전략의 실현 가능성을 계속 탐색하는 이중적 전략을 구사해야 한다.

영어초록

This study focuses on analyzing that the likelihood of a success of Russia’s East-SiberianㆍFar Eastern gas-fields and transportation networks, which would secure the stability of gas supply to the Northeast Asian countries, depends on the advance pricing agreements based on suitability for the following three standards such as geopolitical positivity of Russian gas in the Northeast Asian countries’ energy security policies, price reasonability, and demand sufficiency.
On the whole, the import of Russia’s East-siberian and Far Eastern gas is geopolitically positive for South Korea and China, while it has been getting less positive in Japan’s energy security since the Ukraine Crisis and its demand sufficiency in Japan remains uncertain, but an amicable pricing agreement would probably generate demand sufficiency in a virtuous circle.
The Russia-China Gas Agreement signed in 2014 has had a great influence on securing the optimum price of Russian gas. The success of signing a long term contract with China, the biggest consumer country, will advance the time of completion of the development of East-siberian & Far Eastern gas fields and transportation networks, which will make South Korea and Japan engage actively in the gas price negotiations and evaluate demand sufficiency of the Russian gas more positively. It should be pointed out as a problem, however, that decreased global concerns on gas supply security and a trend of stabilization of the Asian LNG market would be likely to disturb the price optimality of Russian gas.
One thing that South Korea bears in mind related to the gas energy security in the Northeast Asia is that it should have a risk-hedging strategy to cope with the uncertainties of gas price. It would be imprudent, this paper emphasizes, that South Korea overestimates the influence of shale gas and leaves off the project of gas pipeline connecting South Korea, North Korea, and Russia, which surely has geopolitical advantages. South Korea should utilize a double strategy of responding actively to the LNG market changes by building up a LNG trading hub on the one hand, while unceasingly groping for the possibility of a strategy to incorporate the S.Korea-N.Korea-Russia gas pipeline project into the Northeast Asian integrated gas network project by initiating gas cooperation of Korea, China, and Japan with Russia on the other.
