동아시아 문화도시 선정의 의미와 문화도시 전략 (The Meaning of Far-Eastern Capital ofCulture & their Cultural Strategies)

초록

본 연구는 2014년에 시작된 ‘동아시아 문화도시’ 사업의 의미와 문화도시 전략을 살펴보는 글이다. 동아시아 3개국이 ‘동아시아 문화도시’ 사업을 진행하기로 한 것만으로도 의미를 부여할 수 있지만, 이러한 사업이 아시아인의 삶에 영향을 주고, 아시아 문화공동체 실현에 기여하고자 한다면 동아시아 문화도시가 지향해야 할 바를 합의하고 이에 상응하는 미래 전략이 수립되어야 한다. 그러나 2014년에 진행된 동아시아 문화도시 사업을 살펴보면, 동아시아 문화도시 사업이 지향하는 바가 구체적으로 프로그램에 반영되지 못했다는 것을 확인할 수 있다. 이에 대해 본 연구는 다음과 같이 몇 가지 문화도시 전략을 제시하였다.
광주에는 원형이 잘 보존된 선사시대의 철기 유물이 존재하지만 광주는 이것을 활용하지 못했고 질곡의 근대사를 거치면서 역사문화유산도 많이 상실하였다, 그럼에도 광주는 새로운 세기를 맞이하여 ‘빛의 도시’를 구현하기 위한 수단으로 유네스코 미디어 아트 창의도시 네트워크(UNESCO Creative Cities Network)에 가입하였다. 따라서 광주가 추구하는 민주, 평화, 인권의 가치를 기반으로 한 휴먼 미디어 시티(Human Media City)를 지향하기 위한 콘텐츠를 개발해서 동아시아 문화도시와 공유해야 한다. 취안저우는 해상실크로드의 시발점이고 이슬람세계와의 교류를 통해서 성장한 도시이기 때문에 해상실크로드의 유물과 이슬람문화의 흔적을 콘텐츠로 만들어 문화도시 프로그램을 진행해야 한다. 요코하마는 일본의 근대화를 이끈 도시로 서구 문물의 유입되던 시기의 유물과 개방적인 해외문화의 수용 사례를 중심으로 콘텐츠를 만들어야 한다.
결론적으로 다른 배경에서 성장했고 다른 문화유산을 가지고 있기 때문에 3개 도시가 취해야 할 동아시아 문화도시 전략은 달라야 한다. 동아시아 문화도시들은 각각의 도시가 간직한 역사문화 유산과 도시가 추구하는 비전을 고려해서 문화도시 전략을 설정해야 한다.

영어초록

Since the launch of the European Capital of Culture in 1985, this program has spread throughout the world up until the Far East. From 2012 to 2014, three main countries (China, Japan and South Korea) have joined forces to develop the Far Eastern Capital of Culture. The fact that the launch of the Far Eastern Capital of Culture through exchanges has tended to create an Asian cultural hub with a vision for Asian culture is probably not a coincidence. The Korean city of Gwangju, the Chinese city of Quanzhou and the Japanese city of Yokohama have been selected because they represent the quintessence of Far Eastern culture. Cultural exchanges and basic mutual understanding are bound to flourish. So these three cities must structure a program that features common points as well as original characteristics. However, in the inauguration of the program put forward, there was no common program symbolizing a cultural identity. Due to a short time for preparation, the three cities could only implement a program introducing cultural fine arts. Instead of coming up with a common program, during the celebrations of the opening ceremony of the other two cities, each city introduced its own culture.
After being selected as Far Eastern Capital of Culture, the three cities could highlight their history and natural environment. Our partners in cultural exchanges, that is, Quanzhou and Yokohama, are harbor cities that have soon assumed the role of cultural bridges between the East and the West. In Western Asia, sea exchanges have contributed to the growth of historical culture in Quanzhou, and in spite of a relatively shorter history Yokohama was the secondly created city; compared to those two cities, Gwangju being an inland city has obviously different infrastructures. This is why the 2014 Far Eastern Capital of Culture features a background with common characteristics as well as contrasting ones. Since the historical and cultural landscape of these three cities differs, the methodical approach has to differ too. Before anything else, the aspects of space must rationally reflect Asian values. Then, more emphasis should be put in the city hall’s governance through this program. Finally, as each city has its own natural environment, history, traditions, touristic, cultural and artistic resources, civilian capabilities should be pooled coherently so as to come up with a brand image for the city. In order to do so, civilian participative networks bringing together universities and experts should be established.
