전후 동아시아 국제질서의 구성과 중국 : ‘동아시아 대분단체제’의 형성과정에서 중국의 구성적 역할 (The Formation of the Postwar International Order of East Asia and China : The Constitutive Role of China in the Formation Process of the East Asian System of Grand Division)

초록

이 글은 전후 동아시아 질서의 고유성을 포착하기 위해 제시한 동아시아 대분단체제론에서 출발하여 이 질서의 역사적 형성에 관한 개념을 구체화한다. 네 국면들을 질서 성립에 결정적인 계기로보고, 각 국면에서 중국의 존재와 선택이 행한 질서 구성적 역할을 해명한다.
첫째 계기는 내전을 통해 중국의 정치적ㆍ지정학적 정체성이 전변하는 국면이다. 둘째는 내전 결말후 신중국과 미국이 우호적은 아니되 평화공존은 가능한 관계를 구성할 열린 기회가 상실되는 국면이다. 신중국에 대한 미국의 승인 거부 확정과 뒤이은 중소동맹 타결이 내포한 가능성 폐쇄는 곧 대분단기축의 원형이 성립한 것을 뜻했다. 셋째 계기는 김일성의 한반도 전쟁 기획을 스탈린이 최종 승인하는국면인데, 그 결정적 전제는 신중국의 대북한 지원 약속이었다. 그렇게 발발한 전쟁에 미국이 즉각개입한 후 중국마저 개입 결정하는 국면이 넷째 계기이다. 미국이 중국의 경고를 무시하고 38선을넘어 압록강에 접근하자 중국은 스탈린의 약속 불이행에도 불구하고 개입을 확정한다.
중국대륙과 미일동맹이 세 차원에서 긴장하는 대분단의 기축이 그로써 완성되고, 한반도와 대만해협의 소분단이 고정되며, 장차 베트남 소분단의 고착화를 초래할 미국의 인도차이나 개입의지도정립된다. 대분단 기축과 세 개의 소분단들이 상호작용하는 대분단체제가 완성된 것이다. 각 계기에서 소련이나 미국이 아닌 중국 자신의 판단과 결정이 어떻게 동아시아의 역사적 향방에 중대한 변수를 구성했는지를 주목한다.

영어초록

This study starts from the thesis of the East Asian System of Grand Division, which was designed to conceptualize the unique structure of the international order in the postwar East Asia, and discusses in more concrete terms the historical process of the system’s formation. Four different periods are considered to be the critical historical moments through which the core structure of the regional international system of East Asia emerged. The focus is placed on how China and the choices she made decisively affected the ultimate formation of the system of grand division in East Asia.
The political and geopolitical identity of China went through a fundamental change in the first critical moment of three years’ civil war. Any possibility of a new Sino-American relationship of peaceful coexistence was lost during the second critical moment of the year 1949. The prototype of the unique regional system emerged as a consequence. It precipitated the new Sino-Soviet alliance, which led to China’s involvement in the war conspiracy among the three Communist nations. As the Americans approach the Yalu River in the resulting war, China makes the fateful decision to confront America in Korea, in spite of Stalin’s decline to provide immediate aerial support.
The stalemate on the Korean Peninsula created by the confrontation between China and America ultimately consolidated the national divisions of Korea and around the Taiwan Straits, and paved the way for America’s systematic involvement in Indochina. This resulted in the final formation of the system of grand division in which the confrontational relationship between China and the U.S.-Japan alliance and the three national divisions interact in a mutually reinforcing manner. The main focus of this study is to examine how the perspectives and decisions of China, rather than those of the United States or the Soviet Union, constituted indispensible variables in determining the way the international order of East Asia evolved in those critical historical moments.
