초록

This study provides a new theoretical interpretation of the institutional underdevelopment in East Asian integration. Although the processes of regional integration have been significantly improved in terms of the frequence and density of interactions among East Asian states since the Asian Financial Crisis of 1997, they have not been transformed into the process of institutionalizing the increased interdependence that means East Asian states’ collective actions for the reorganization of political authority beyond the national level. This study defines the peculiarity of regional integration in East Asia as the lack of political willingness for pooling national sovereignties among East Asian states. This peculiarity of East Asian regional integration can be better understood by the idea of East Asian states’ strategical actions to prefer the inconsistence between regionalization as the natural process of interdependence and regionalism as the political pursuit for transforming the East Asian international system based on the principle of Westphalian sovereignty rather than by the conventional explanations to emphasize the structural constrains externally imposed by the regional hegemone state such as the United States and the lack of homogeneity among East Asian States. Applying the concept of Organized hypocrisy developed by Krasner(1999), this study argues that East Asian states have pursued the enhanced durability of the Westphalian sovereignty norm that has long been deeply embedded in East Asia through organizing a hypocrisy of decoupling their rhetoric to express their strong commitment to regional integration from their actions of regionalizing political authority and institutionalizing interdependence beyond the norm of national sovereignty. In this regard, the process of regional integration in East Asia is not the process of overcoming nationalism, but that of expanding nationalism as a very important political tool for mobilizing political legitimacy for Eat Asian states into the region.
