청주권 국가정원 조성 요구도 연구 (A Study on Needs on the Establishment of National Garden in Cheongju)

초록

제1호 순천만국가정원에 이어 울산 태화강 국가정원이 제 2호 국가정원으로 지정되었다. 전국적으로 국가정원에 대한 관심과 참여가 이어지면서 2015년 「수목원·정원의 조성 및 진흥에 관한 법률」 제정과 함께 지방정원 및민간정원 등 정원에 대한 관심이 증폭되고 있다. 그러나 청주권의 경우 국가정원 조성 및 준비가 되지 못하고 있으므로 청주권 국가정원조성의 가능성과 전문가 설문조사를 통한 청주권 국가정원 조성 요구도를 알아보고자 했다. 설문문항은 타당도를 높이기 위해 선행연구의 설문내용을 기초로 관련 전문가 5인의 Focus Group Interview(FGI 표적집단면접법)를 통해 총 45문항을 선정하였다. 설문 문항은 국가정원에 대한 이해도와 관심도 및 필요성, 국가정원 조성의 타당성문항을 통한 국가정원의 가능성, 기존 국가정원의 만족도, 국가정원 유치가 불가능하다면 그이유, 국가정원 조성의 고려요소와 정원이 조성된다면 어떤 점에 주안점을 두어야 하는지 세분화하여 질문하였다. 본 연구는 청주권 환경 및 정원 관련자와 전문가, 환경관련 교사 및 관계공무원 등 300여명에게 설문조사를 통해 국가정원 유치의 타당성과 내용적, 현실적 가능성을 살펴봄으로서 정원도시 조성방안을 제안하고자 하였다. 조사 결과 응답자의 72.1%가 청주권 국가정원이 필요하다고 응답했으며, 주요 고려 요소로는 ‘예산’이 가장 중요하고91.3%, 국가정원 조성시 가장 중요한 요인으로는 ‘주변 환경과의 생태적 조화’가 91.3%로 1위로 응답하였다. 본 연구는 청주권 관련 전문가들의 국가정원 조성요구를 구체적 문항으로 척도화 함으로서 향후 청주권 국가정원 조성을 위한 정책제안에 기여할 것으로 사료된다.

영어초록

After Suncheonman National Garden is designated as the first National Garden, Ulsan Taehwagang National Garden was designated as the second National Garden. As interest and participation in the national garden continued nationwide, Act on the Creation and Promotion of Arboretum and Garden was enacted in 2015. Interest in gardens such as local and private gardens has been increased as well. Amid growing interest nationwide, Cheongju is not ready to establish National garden. This study intends to seek the possibility of creating a national garden in the Cheongju area and the demand for the establishment of a national garden in the Cheongju area through expert surveys. To increase validity of questionnaire, a total of 45 questions were selected Based on the survey contents of previous studies through the Focus Group Interview of five related experts. The questionnaire consists of the following. inteligibility, interest and necessity of the national garden, the possibility of a national garden, the satisfaction of the existing national garden, the reasons why it is impossible to attract a national garden, and what should be focused on if the garden is established. This study was intended to propose a plan to create a garden city by examining the feasibility, content, and realistic possibility of attracting the national garden through surveys of 300 environmental experts and garden experts, environmental teachers, and related public officials in Cheongju. As a result, 72.1 percent of the respondents said they need a national garden in Cheongju. According to the analysis “budget” was chosen as the most important factor to consider, as the most important factor 91.3% of respondents answered “ecological harmony with the surrounding environment”. This study will contribute to policy proposals for the establishment of a national garden in the Cheongju area in the future by measuring the demands of experts related to the Cheongju area with specific questions.
