종교분야에서 남북교류협력의 성과와 과제: 중요도-성취도(IPA)분석 (Performance and Future Tasks of Exchanges & Cooperation between South and North Korea in Religious Circles: Importance-Performance Analysis(IPA))

초록

남북관계에서 민간부문의 역할은 매우 중요하다. 특히 2002~2010년까지 민간부문 남북교류협력의 60%이상이 종교계를 통해 이루어졌다.
논문은 종교계의 남북교륙협력 성과와 과제 10가지 범주를 설정하고 Importance-Perfor- mance Analysis(IPA, 중요도-성취도 분석)를 통해 지난시기 남북한 종교교류협력의 성과와 앞으로의 과제를 점검했다. 종교계 남북교류협력 사업전문가 40명, 평균 대북사업 경험 7.6년의 베테랑들의 현장경험이 반영된 분석결과에 따르면, ‘북한 주민에 대한 인도지원 활동’, ‘남북한 종교교류 활동’은 중요한 만큼 성과를 내고 있다고 평가하고 있다.
그러나 ‘북한 주민 대상 인도지원 사업에 대한 모니터링 체계’의 중요성에도 불구하고 여전히 체계를 갖춰야할 과제로 인식하고 있으며, 이를 위해서 민관분리, 정교분리, 정경분리를 제도화 할 수 있는 ‘남북한 정부의 협력체계’의 강화와 ‘대북사업 정교분리 원칙 확립’을 지적하고 있다.
더불어 인도지원사업의 높은 성취도에 불구하고 여전히 ‘전문가가 부족’하다는 의견이 많고, ‘남북한 주민 사회통합을 위한 종교계의 프로그램 개발’의 필요성을 강조하고 있다.
2013년 현재 교착상태에 직면한 남북관계는 새로운 돌파구를 필요로 한다. 정치적 갈등의 긴장국면을 해소할 수 있는 첫 번째 단추는 결국 민간부문의 역할에 맡겨질 가능성이 매우 높다. 특히 그중에서도 종교계의 역할은 그동안의 교류협력사업 경험이 중요한 토대로 작용할 것이다.

영어초록

The role of the private sector is very crucial in inter-Korean relations. It should be noted that over 60 percent of the two Koreas' exchanges and cooperation activities from 2002 through 2010 in the private sector was carried out through the religious community in South Korea.
This paper is to examine the achievements of the two Koreas' exchanges and cooperation activities in the religious community so far and to research basic requirements and future solutions of the religious community for productive inter-Korean relations by establishing 10 categories of urgent tasks through Importance-Performance Analysis(IPA).
According to the results of the analysis reflected the practical field experiences of 40 veterans of business practice who have been involved in the two Koreas' exchanges and cooperation for over 7 years, it is evaluated that humanist economic assistance project for North Korea and the mutual exchange and cooperation activities through religious organizations have achieved the expected results.
More interestingly, although we already realize that the monitoring system of humanist economic aid project for North Korea is very important, the report continuously underlines that the monitoring system needs to be more systemized and organized. Furthermore, the report points out the importance of the reinforcement of the cooperation system of both the South and North Korean governments and the establishment of the principle of the separation of religion and politics, the separation of economy and politics, and the separation of the government and the people for institutionalized segregation to improve the inter-Korean relations.
On top of that, in spite of the a high level of achievement of humanitarian aid for North Korea, the report lays great stress on the lack of North Korean experts involved in the cooperation activities and the need of program development for both Koreas' social integration by the religious community in South Korea.
The two Koreas' relationships are currently in a deadlock, so a new breakthrough needs to be achieved.
It is highly expected that the private sector plays a pivotal role in reducing and removing tensions on the Korean peninsula and its role is becoming more important. This is because that the religious community has an accumulation of practical experience and knowledge in the exchanges and cooperation activities for peace on the Korean peninsula.
