초록

This thesis will discuss the connection between spatial planning and disaster resilience in realizing Yogyakarta as a resilient city. Yogyakarta is one of the most disaster prone areas in Indonesia. With the rapid pace of development and the dynamic character of the city, Yogyakarta needs to be resilient in facing the threats from disasters. This thesis will analyze the role of spatial planning in creating a resilient city in Yogyakarta. It will try to find out the problems and obstacles that Yogyakarta had in managing disaster risk reduction. Then, this thesis will answer to what extent spatial planning perspectives could be used in creating a resilient city in Yogyakarta. This thesis uses qualitative methods with a case study approach. It aims to explore the issue in depth and make a comprehensive recommendation of the issue descriptively. The key challenge of spatial planning is how it can control the influence of the driving forces of risk from disaster. Unfortunately, spatial planning does not draw ample attention as part of disaster risk reduction in Yogyakarta. Even though there is no one-size fits all solution, but comprehensive calculation and analysis of development strategies of spatial planning policy could be the best option to coping of the risk and awareness.
