빅데이터 기반 텍스트 분석을 활용한 ‘이어도(離於島)’관련 정책개선과제 도출 (Deriving Policy Improvement Tasks Related to ‘Ieodo(離於島)’Using Big-data Based Text Analysis)

초록

본 연구는 ‘이어도’와 관련된 학술논문 및 SNS로부터 핵심 키워드를 도출하여 학술 이슈와 사회적 이슈의 경향성을 빅데이터 기반 텍스트 네트워크 분석을 통해 파악하고자 하였으며, 실증분석 결과와 집중 그룹 인터뷰(FGI) 설문 결과를 바탕으로 ‘이어도’ 정책 실행과제를 선별한 다음, 계층화(AHP) 분석을 통해 실행과제 상호 간의 우선순위를 설정하였다.
텍스트 네트워크 분석 결과, ‘이어도’ 관련 학술적 이슈는 해양법적･정치외교적 접근을 시도한 연구들의 이슈 중심성이 높은 것으로 나타났으며, 국제분쟁 대응, 이어도 해양과학, 이어도 해양환경, 이어도 문학의 4개 그룹으로 유형화시킬 수 있었다. ‘이어도’ 관련 사회적 이슈는 학문분야별로 분화되는 경향을 보이지는 않았으며, 방공식별구역과 같이 특정 시기에 집중 부각된 이슈의 영향력이 상대적으로 강하게 나타났으며, 이어도 대응전략, 이어도 연계문화, 이어도 지리특성, 이어도 매개 사회적 가치의 4개 그룹으로 유형화시킬 수 있었다.
본 연구에서는 텍스트 네트워크 유형화 결과와 FGI 설문 결과, 선행연구에서 제시된 정책과제 등을 매칭하여 ‘이어도 지킴이 운동 추진 등 교육･홍보 강화’, ‘범정부 이어도 대응예산 확충’, ‘안전수역 설정 등 국내 법체제 정비 및 법적용 강화’, ‘비군사 전력 및 국내외 공조 강화’, ‘이어도 해양과학기지 종합발전방안 수립’, ‘이어도 청정 환경허브센터 설립’, ‘이어도 인문･과학 문화콘텐츠진흥원 설립 및 기념공원 조성’, ‘국제융합연구지원 활성화’, ‘지방 정부 중심의 이어도 관련 사회적 가치 제고’의 10대 정책 개선과제를 도출하였다. AHP 분석 결과, ‘범정부 이어도 대응예산 확충’, ‘이어도 해양과학기지 종합발전방안’, ‘비군사 전력 및 국내외 공조 강화’와 같은 과제들의 종합 중요도가 높은 것으로 나타나 정책 실행의 우선순위를 부여할 필요가 있을 것으로 판단된다.

영어초록

This study attempted to identify the trends of academic and social issues through big data-based text network analysis by deriving key keywords from academic papers and SNS related to “Ieodo”, and selected the “Ieodo” policy implementation tasks based on the results of the empirical analysis and the results of the Focus Group Interview(FGI) survey, and then set the priorities between the implementation tasks through the Analytic Hierarchy Process (AHP) analysis.
According to the results of the text network analysis, the academic issues related to “Ieodo” have been found to have a high level of issues centered on maritime law and political and diplomatic approaches, and it was able to be typed into four groups: an international dispute response, a marine science, a marine environment, and literature. The social issues related to the “Ieodo” did not show a tendency to differentiate into the academic field, and the influence of the issues focused on certain times, such as the Air Defense Identification Zone, was relatively strong, and it was able to be typed into four groups: response strategy, Ieodo-linked culture, geographical characteristics, and social values related to Ieodo.
In this study, ten policy improvement tasks were derived: “Strengthening education and publicity such as the promotion of the Ieodo Protector Movement,” “Expanding the Pan-government Ieodo Response Budget,” “Strengthening the domestic legal system and application of the law, such as the establishment of safe zones,” “Strengthening non-military forces and domestic and international cooperation,” “Establishing a comprehensive development plan for the Ieodo Marine Science Base,” “Establishing the Ieodo Clean Environment Hub Center,” “Establishing the Ieodo Humanities, Science, and Cultural Contents Promotion Center and creating a memorial park,” “Promoting international convergence research,” and “Enhancing social values related to Ieodo centered on local governments,” As a result of the AHP analysis, it was found that the overall importance of tasks such as “Expanding the Pan-government Ieodo Response Budget,” “Establishing a comprehensive development plan for the Ieodo Marine Science Base,” “Strengthening non-military forces and domestic and international cooperation,”
