초록

2010년 9월 28일 당대표자회에서의 3대 세습 공식화 이후 북한은 수령유일지배체제에 의한 물리적 통제력과 중국이라는 동맹국에 의해 그럭저럭 체제를 유지할 수도 있을 것이다.
그러나 북한이 수령유일지배체제를 그만 두지 않고 개혁·개방을 하지 않으면서 2012년 강성대국 건설 슬로건 하에 핵·미사일 등 대량살상 무기 개발, 연평도 포격과 같은 대남 군사 도발을 계속할 경우 경제위기 지속, 권력 내부의 균열, 주민의 불만과 국제적 제재 심화로 체제 불안정성이 증대되어 붕괴의 길로 갈 것이다.
3대 세습 공식화와 거듭된 군사도발을 계기로 한국 주도의 통일 밖에 해결책이 없다는 국민적 인식, 합의와 각오가 확산되고 북한의 대량살상무기 개발과 국지도발에 대비하는 안보를 튼튼히 하면서 이제까지의 분단 관리에서 통일 대비로 방향을 바꾸어 나가는 대책이 절실하다.
통일한국의 목표와 가치에 맞는 통일을 구현하기 위하여 북한 당국과 주민들을 상대로 북한체제 변화를 유도하는 각종 대책을 강구하는 한편 북한의 체제 붕괴로 갑자기 올 통일 대비책도 적극 강구하여야 한다.

영어초록

Following the third-generation power succession which was made official on September 28, 2010 at the Conference of Representatives of North Korea’s ruling Workers’ Party, North Korea might be able to maintain its communist system by exercising tight physical control over its people through the Great Leader(Suryong in Korean) system and with assistance from China, its ally.
However, it does not look likely that North Korea’s communist dynasty of will last for a long time with the ever-worsening economic crisis, an inevitable internal power struggle, the rapidly expanding restlessness of its people and the international sanctions over North Korea’s nuclear development as long as it continues to remain stuck with the anachronistic one-man Great Leader dictatorship.
It is notable that North Korea led by the House of Kims continue to remain committed to the slogan of building North Korea into a “Powerful and Prosperous Nation” by 2012. However, there is little chance that slogan will materialize unless it considers major policy shifts in the direction of opening and reform in addition to the abandonment of its nuclear ambitions as well as a departure from its policy of military provocations as evidenced in the shelling of Yeonpyeongdo.
There has been a shift in the mood of the South Korean population in dealing with North Korea as a consequence of such recent developments as North Korea’s obstinacy in pursuing a hereditary succession of power and the recurrent military provocations. Recent polls show a growing number of the South Korean respondents becoming increasingly more outspoken speaking for a Republic of Korea-led unification as the ultimate means to set the peninsula free from security risks posed by North Korea.
In order to achieve the goal of unification befitting the goal and the value of unified Korea, the Republic of Korea should be in the process of a shift in the direction of mobilizing more resources to induce a regime change in North Korea. At the same time, South Korea must actively provide contingency plans in preparation for North Korea’s sudden collapse.
