초록

The purpose of this article is to examine the parliamentary politics since the democratization of Cambodia, considering the characteristics of its party politics. For this purpose it evaluates the efficiency of parliamentary function focusing on both the degree of mutual agreement among the parliamentary parties and the parliament's checking power against the executive. The former seemed to be improving and the latter has been so weak. Although this result can be natural to the cabinet government, this means the level of institutionalization of parliamentary politics is still very low in Cambodia. It is because the parliamentary politics has been affected from fluid party politics that can not still considered as an institution since its democratization.
Characteristics of fluid party politics since democratization can be summarized as follows: First, the major individual parties are still in the very low levels of intra-party democracy and become a machine party. Second, the major individual parties do not have their distinctive policies or party ideology. Third, the competitiveness among parties is still low in a parliamentary elections. Fourth, the characteristics of party state system that do not distinguish a state with a party still has continued. Fifth, unstable cooperative relationship among competitive parties has been repeated to establish a new government. Therefore if these fluid characteristics of party politics are solved, the institutionalization of parliamentary politics can be accomplish gradually in Cambodia.
