초록

본 연구는 2028년 한일대륙붕공동개발협정의 종료 가능성이 전망되는 현시점에서 JDZ의 존속문제를 둘러싼 한국의 대일 협상 전략이 어떠한 형태로 실행될 것인지를 조명한다. 논의는 협정 이행의 분기점인 2025년 6월 22일이란 시간적 변수를 한일 양국이 어떻게 관리할 것인가에 대한 물음으로부터 시작된다. Post-2028년이 도래되면, JDZ는 경계미획정 수역으로 불안전한 해양관할권 분쟁으로 복합적 무정부 상태가 될 가능성이 크며, 사실상 해양 관할권이 중첩되는 한·중·일 3국 간 외교 전쟁으로 치달아 일대가 화약고가 될 것으로 예상된다. 주목할 것은 한국 정부의 협상 전략은 ‘현상 유지’란 관점에서 협정의 이행을 위해 현 체제로 협정을 연장하기를 희망하고 있지만, 일본 정부의 협상 전략은 ‘현상 변경’이란 관점에서 협정의 종료 통보 이후 협정의 재교섭을 시도하겠다는 의사를 표명하고 있다는 사실이다. 이러한 다른 협상 방식을 냉철하게 인식하고, 한국의 대일 협상 전략은 공통의 목표를 달성하고 상호 이익을 최대로 타협할 수 있는 협정 이행을 위한 협력체계의 필요성이 요구된다. 한일 양국이 협정의 이행과 지속을 위한 성공적인 협상을 위해서는 가시적인 결과물을 최대화하기보다는 상대방과의 상호의존적인 관계를 지속화하거나 미래지향적인 대전환의 한일관계 개선에 목표를 맞추어 진행하는 전략적 선택이 필요하다. 다시 말하면 본 연구에서는 한국이 기존의 협상 전략에서 벗어나 예방 외교로서 일본과의 공통의 목표를 달성하고 상호 이익을 최대로 확보할 수 있는 타협안으로 ‘신협정 체결’을 제안한다.

영어초록

This study sheds light on how Korea’s negotiation strategy towards Japan will be executed regarding the issue of the JDZ's continuation, at a time when the termination of the Korea-Japan Continental Shelf Joint Development Agreement is anticipated in 2028. The discussion begins with the question of how the two countries will manage the temporal variable of June 22, 2025, which marks a critical juncture in the implementation of the agreement. Post-2028, there is a high possibility that the JDZ will become a complex anarchic state with unresolved maritime jurisdiction disputes, leading to a diplomatic war among Korea, China, and Japan, potentially turning the area into a powder keg. It is noteworthy that the Korean government’s negotiation strategy, from the perspective of “maintaining the status quo,” hopes to extend the agreement under the current system to implement it. On the other hand, the Japanese government’s negotiation strategy, from the perspective of “changing the status quo,” expresses the intention to renegotiate the agreement after notifying its termination. Recognizing these different negotiation approaches cool-headedly, Korea’s negotiation strategy towards Japan requires a cooperative framework to implement the agreement, aiming to achieve common goals and maximize mutual benefits. For successful negotiations in the implementation and continuation of the agreement, it is necessary for both countries to strategically choose to maintain an interdependent relationship with each other or to aim for a future-oriented transformation in improving Korea-Japan relations, rather than maximizing tangible results. In other words, this study proposes that Korea should depart from its existing negotiation strategy and suggest the signing of a “new agreement” as a preventive diplomacy measure to achieve common goals with Japan and secure maximum mutual benefits.
