상하이협력기구(SCO)와 러시아의 군사안보적 이해에 대한 고찰: 대(對)미 견제를 중심으로 (A Review on Shanghai Cooperation Organization(SCO) and the Military Safety Comprehension of Russia:FocusingonContaining US Influence)

초록

탈냉전기 중앙아시아 지역은 지경학적으로 풍부한 에너지자원과 지정학적으로 에너지자원 수송 지역이자 지전략적으로 군사적 요충지로 세계의 패권이 둘러싼 거대한 체스판으로 부상했다. 미국은 2001년 키르기스스탄에 마나스 공군기지 건설을 시작으로 2005년 러시아를 통과하지 않는 새로운 송유관인 BTC 노선의 건설과 2008년 카자흐스탄의 알마티 공군기지까지 이용할 수 있게 되었다. 이는 미 공군과 나토 공군이 카자흐스탄에서 중앙아시아의 대테러전과 아프간 작전을 직접 지원할 수 있게 됨을 의미한다. 이에 러시아는 전방위적으로 중국과 긴밀한 관계 유지와 협력을 통해 동 지역에 대한 미국의 정치경제적 및 군사적 영향력 확대를 견제하고 있다. 특히 러시아는 상하이협력기구(SCO)를 중심으로 중국을 포함한 다른 중앙아시아 회원국들과 합동 군사훈련은 물론 경제 및 에너지자원 협력 등을 강화하고 있다. 더욱이 러시아는 SCO를 통한 ‘다자안보협력’ 구축에 주력하고 있다. 따라서 본 논문은 코헨인(Robert O. Kohane)과 러기(John Ruggie)와 카포라소(James Caporaso)의 다자주의(multilateralism) 이론에 기초해 다자안보협력을 중심으로 SCO에 대한 러시아의 대미 견제라는 관점에서 군사안보적 이해를 고찰해 봄에 있다.
최근 러시아는 미국과 전략무기감축(START-1) 협상과 동유럽의 MD 해결을 통해 중앙아시아 지역에 대한 안보위협 요소를 축소하고 새로운 관계를 모색 중이다. 푸틴 시기 ‘신냉전’으로 불릴 정도로 악화했던 러-미 양국관계는 화해와 협력의 ‘재설정(reset)’이 진행 중이다. 그러나 일련의 러시아와의 군축협상과 동유럽에서의 MD 철회가 미국의 동 지역에 대한 영향력의 축소를 의미하지 않는다. 따라서 러시아는 유라시아대륙을 중심으로 미국의 영향력을 최소화 내지 배제하려는 다자주의적 안보협력을 고수할 것이다. 구체적으로 러시아는 적극적이고 공세적으로 SCO를 통해 중국을 포함한 회원국들과 군사안보 협력 강화와 SCO의 다자안보협력의 역할 확대에 주력할 것이다. 또한 러시아는 SCO의 회원국 확대를 통해 동 기구의 외연을 증진을 도모하고 중국과의 경제 및 에너지 협력을 중심으로 전략적 동반자 관계를 공고히 할 것이다. 궁극적으로 SCO를 통해 러시아가 주도하는 핵군축, 국제테러 활동, 분리주의, 이슬람극단주의의 위협에 공동 대처함으로써 회원국의 권익과 안전을 도모할 것이다. 러시아는 SCO의 역할 강화를 통해 미국의 영향력 견제와 중국을 비롯한 회원국을 중심으로 군사적 신뢰 구축과 안보문제에 역량을 집중할 것이다.

영어초록

The area of Central Asia during the Post-cold War Era has emerged as a chessboard of powerful countries for achieving global hegemony as Central Asia served many strategic functions, such as its abundance in energy resources for geo-economy, its geo-political advantages, and as a military key point important in strategy. With the construction of the Manas Air Base in Kyrgyzstan in 2001, the United States got to be able to construct a new BTC oil pipe line that does not pass through Russia in 2005. It was able to use the Almati Air Base in Kazakhstan in 2008 as well. This means that the USA air Force and the NATO Air Force can directly provide support forth eir anti-terrorism operations in Central Asia, specifically in Kyrgyzstan and Afghanistan. Thus, Russia is containing the expansion of the political, economic, and military influence of the USA by maintaining its close relationship and increasing its cooperation with China in all aspects. Especially, Russia, centering on Shanghai Cooperation Organization(SCO), is enhancing its joint military, as well as economic and energy resource cooperation with other member nations in Central Asia, including China. Furthermore, Russia is focusing on its through SCO. Thus, the purpose of this study is to review the military comprehension in terms of Russian restraint on SCO, focusing on multilateral security cooperation based on the principle of multilateralism by Robert O.Kohane, JohnRuggie, and James Caporaso.
Recently, Russia is reducing the factors that threaten the safety of Central Asia and seeking to renew its relationship with the USA by negotiating for Strategic Arms Reduction Talks(START-1) with the USA and working out their missil edefense(MD) problems. The relationship between Russia and the US, which was referred to as the “New Cold War” during Putin’s regimeis currently in the process of renewal interms o f reconciliation and cooperation. However, a series of disarmament negotiations with Russia and the withdrawal of MD in Eastern Europe do not mean that the US’s influence in Eastern Europe has diminished. Accordingly, Russia will stick to the multilateral safety cooperation to minimize or exclude the US’s influence on the Eurasian continent. In other words, Russia will concentrate on actively and aggressively enhancing military security cooperation with member nations, including China, through SCO, and expanding multilateral security cooperation in SCO. In addition, Russiais expected to seek to improve the extension of the organization by expanding the number of member nations and strengthening its relationships as a strategic company focusing on the cooperation with China in terms of economy and energy resources. Eventually, with member nations, Russia will plan the rights and interest of member nations by jointly coping with the nuclear disbarment Russia is leading, the activities of international terrorism, separatism, and the threat posed by Islam extremism. Russia will concentrate its capability on containing US influence and building military trust centering on member nations, including China, by enhancing SCO’s regional role.
