미국 흑인권력운동의 대안적 성격에 관하여: 블랙팬더당의 생존 프로그램(survival program)을 중심으로 (On the Alternative Character of American Black Power Movement―focusing on the survival program of the black panther party)

초록

이 글은 먼저 미국의 시민권운동의 통합주의적 흐름에 대립하면서 발전해간 분리주의적 흐름을 강조한다. 킹 목사 방식의 통합주의적 시민권운동은 법률적 개선을 가져오지만 실질적인 변화는 오히려 분리주의적인 흑인권력운동에 의해 이루어져 왔다고 본다. 특히 여기서는 분리주의적인 다양한 실험을 했던 흑인권력운동의 대표적인 운동으로서 블랙팬더당에 주목한다. 블랙팬더당의 활동을 무장저항이란 측면에만 맞추어 비방하는 것에 반대하면서, 주민들에게 봉사하는 활동을 통해서 실질적으로 제도를 바꾸어나가려 했던 생존 프로그램에 주목한다.
블랙팬더당이 실시한 생존 프로그램은 다양했으나, 여기서는 몇 가지로 분류하여 그 활동을 기술했다. 먼저 1) 음식 프로그램으로는 어린이들을 위한 무료아침급식 프로그램과 무료음식 프로그램이 있었다. 2) 교육 프로그램으로는 대안학교로서 해방학교(사무엘 나피르 범공동체청년학교, 나중에 오클랜드 공동체학교로 개명)가 있었고, 그 외에도 주민들을 위한 공동체 학습센터, 공동체 포럼, 그리고 어린이들을 위한 어린이발달센터 등이 있었으며, 법률도움 및 교육 프로그램도 있었다. 3) 건강 프로그램으로는 무료건강진료소가 있었고 흑인들에게 많이 나타나는 병인 식클셀아네미아 검사를 주도하여 실시했다. 4) 보호 프로그램으로는 경찰순찰과 노인안전 프로그램이 있었다. 그 외에도 다양한 생존 프로그램들이 있었다.
블랙팬더당 자체가 지닌 당 활동에서도 대안적 성격을 찾아볼 수 있지만 무엇보다도 공동체 서비스로서 생존 프로그램에서 대안적 성격을 분명하게 확인할 수 있다. 무엇보다도 생존 프로그램들은 국가나 지방정부들이 나서지 않지만 공동체 성원들이 필요로 하고 욕망하는 것을 찾아내서 실천해나갔다. 그렇게 해서 국가나 지방정부, 다른 조직들이 생존 프로그램들을 따라 배우고 실천하는 양상이 나타났다. 블랙팬더당이 실행했던 생존 프로그램은 관료화되고 상투화된 틀에 따라서 움직이는 기존 제도에 대항하여 인민대중의 창의성, 주도성, 자율성을 잘 보여주었다고 생각된다.

영어초록

This article firstly describes the separationist current of the civil rights movement against the integrationist current of the civil rights movement. I think that King’s style of integrationist civil rights movement may bring about the legal improvements but the real transformation can be made by the separationist civil rights movement, that is the black power movement. Here I focus on the activity which the black panther party had made with community, as a typical black power movement. I refuse to slander the black panther party for its armed resistance, instead focus on the survival program which could reveal the anti-people character of the established institutions and transform them by servicing to the people.
The black panther party had performed many survival programs, but here I categorize them into several program and describe activities of each program.
First, 1) As the food program, the black panther party performed Free Breakfast for Children and Free Food Program. Free Breakfast for Children was the widest and most successful program, but Free Food Program did not continue so long.
2) As the education program, the black panther party performed Liberation Schools as an Alternative Community School. Concretely in Oakland, it was Samuel Napier Inter-communal Youth Institute, and then later renamed into Oakland Community School(OCS). This alternative School continued for eleven years till 1982. As other education programs, the black panther party performed Community Learning Center, Community forum, Child Development Center, and Legal Aid and Education Program.
3) As the health program, the black panther party performed Free Health Clinic. That clinic performed preventive hygiene, test and general cure for the poor, especially initiated the test of Sickle Cell Anemia to which mainly african americans fall ill.
4) As the safe program, the black panther party performed Police Patrols and SAFE program. Police Patrols was the program for black panthers to monitor the brutal activity of polices who were white pigs. And it brought about the collision between police and black panthers. SAFE program guided senior citizens to go to and return from town by using cars in order to protect from a highwayman.
5) In addition, the black panther party performed various survival programs. Some were successful, but others were shortly continued or planned but not performed.
The black panther party itself had some alternative character in its activity. But the alternative character of the black panther party was manifest at survival programs as the community service. First of all, black panthers initiated survival programs by finding and practicing the needs of community member about which federal government and local states did not concern. But later, federal government and local states accept and follow the ways in which the black panther party serve the people, especially survival programs themselves. The survival programs demonstrated the initiative of people who could create and manage social institutions autonomously against the established institutions working according to bureaucratized and stereotype frame. The black panther party demonstrated the creativeness and autonomy of people and prefigured the alternative society.
