베트남의 정치적 보수화와 경제개혁의 지속: 제12차 및 제13차 공산당대회 분석 (Continuing Economic Reform amid Political Conservatism in Vietnam: An Analysis of the 12th and 13th Congress of the Communist Party)

초록

베트남은 2021년 1월 말부터 2월 초에 걸쳐 제13차 공산당대회를 개최하였다. 제13차 당대회는 제12차 당대회에 이어 베트남이 사회주의 체제를 고수하는 조건하에 경제개혁을 지속한다는 메시지를 주었다. 베트남은 공산당이 국가와 사회에 대한 지배력을 강화하는 정치적 보수화 속에서 경제개혁을 지속하려고 한다. 베트남은 경제적으로는 여러 소유부문이 공존하는 경제체제를 유지하면서 각 부문의 발전을 꾀하고자 한다. 국유경제부문이 국가 경제에서 주도적 역할을 수행하는 목표는 공식적으로 계속 유지하고 있다. 제13차 당대회에서는 국가 경제 발전과정에서 특히 사유(민간)경제부문의 중요성이 인정되었다. 민간경제부문은 국유경제부문과 협력하도록 유도되고 있다. 베트남은 외국인투자부문을 계속하여 장려하면서, 외국인투자부문과 국내 산업과의 연계를 도모하며, 국내 산업의 자주성을 높이려는 정책 방향도 제시하였다.
공산당은 이념상 사회주의와 혁명도덕을 강조하는 ‘당 건설’로 지배력을 강화하고 부패 척결을 통해 국민들의 지지를 확보하려고 한다. 베트남 정치체제 전체로는 절차적 민주주의가 실현되고 있지 않지만, 공산당 내 민주화는 어느 정도 실현되고 있다고 평가할 수 있다. 제13차 당대회에 참석한 대표자들은 정원보다 약간 많은 후보자를 대상으로 중앙집행위원회와 정치국 위원들을 투표로 선출하였다. 제13기 중앙집행위원회 연임 위원 비율은 이전보다 훨씬 높았다. 정치국 위원들 가운데 공산당 전임자가 다수를 차지하여 당의 지배력을 강화하였다. 전반적으로 보면, 제12차 및 제13차 당대회를 통하여 정치적 보수화가 강화되었다고 평가할 수 있다. 베트남은 공산당이 국가와 사회에 대한 지배력을 강화하는 가운데 정치적 보수화 속에서 경제개혁을 지속하고 있다.

영어초록

Vietnam held the 13th Communist Party Congress in late January and early February 2021. Following the 12th Party Congress, the 13th Party Congress gave the message that Vietnam will continue economic reform under the condition that Vietnam adheres to the socialist system. Vietnam seeks to continue its economic reform amid political conservatism, where the Communist Party strengthens its dominance over the state and society. Economically, Vietnam seeks to develop each sector while maintaining an economic system in which several ownership sectors coexist. The goal of the state-owned economic sector to play a leading role in the national economy officially continues to be maintained. At the 13th Congress, the importance of the private economic sector in particular for the development of the national economy was recognized. The private economic sector is being encouraged to cooperate with the state economic sector. Vietnam has continued to promote the foreign direct investment and promote linkage between the foreign-invested companies and domestic ones, and suggests a policy direction to increase the autonomy of domestic industry.
The Communist Party seeks to reinforce its dominance by building the party that emphasizes socialism and revolutionary morality in terms of ideology, and to restore public support by eradicating corruption. Although democracy is limited in Vietnam’s political system as a whole, it can be evaluated that democratization within the Communist Party has been realized to some extent. Representatives who attended the 13th Congress elected the members of the Central Committee and the Politburo by voting. The percentage of consecutive members of the 13th Central Committee was much higher than before. Among the members of the Politburo, the members who are working at the central institutions of the Communist Party occupied the majority, strengthening the Party’s dominance. Overall, it can be evaluated that Vietnam has strengthened ideological conservatism and the Communist Party’s dominance through the 12th and 13th Congress. Vietnam is continuing economic reform amid political conservatism while the Communist Party strengthens its dominance over the state and society.
