독일사민당의 위기와 정치적 선택: 제4기 대연합정부 출범과 통합 유럽 (Crisis of the German Social Democratic Party and its political choice: the Launch of the 4th Grand Coalition and the European Integration)

초록

2017년 9월 24일에 치러진 제19대 총선(연방하원 Bundestag 선거) 이후 독일정치가요동치고 있다. 제4기 대연합정부는 총선 결과가 공표되고 반년이 지나서야 공식 출범했다. 총선 결과는 거대정당의 약화와 정당체제의 파편화 그리고 극우정당의 제도권 내진입이라는 특징으로 요약된다. 새로운 현상은 기존 정당정치의 위기로 묘사되기도 하고, 독일정치의 흐름을 새롭게 하는 결정적인 요인으로도 작동하고 있다. 대연합정부의출범으로 혼돈의 독일정치와 위기의 정당정치에 대한 우려의 목소리는 많이 가라앉은모습이다. 하지만 제4차 대연정의 출범 과정이 매우 복잡하고 난해한 일이었기에 독일정국 역시 그리 순탄치만은 않을 것이라는 전망이 지배적이다. 혼돈 속의 독일정치 중심에 독일사민당이 있다. 사민당의 혼선과 정치적 선택에 대한 추적 작업은 제4기 대연합정부의 운명과도 직결되기에 세밀하게 연구할 필요성이 있다. 이와 관련하여 본고의목적은 총선 이후 예상과 달리 다시 출범한 대연합정부의 출범 과정을 정리하고, 그 요인을 찾아보고자 하는 데 있다. 특히 대연합정부에의 참여 이후 지지율 추락을 경험한 사회민주당이 대연정에 다시 참여하는 방향으로 입장을 선회하고, 다수의 당원들 역시 지도부의 노선변경에 찬성한 과정과 그 요인을 밝혀 보고자 한다. 본 연구가 주목하는 부분은 독일사민당의 정치적 선택과 ‘위기’에 처한 통합 유럽과의 상관관계이다. 대연정에의연속적인 참여라는 독일사민당의 정치적 선택은 브렉시트(Brexit) 등 불안정한 통합 유럽과 초국가적인 통합 흐름에 반대하는 극우주의적 정치세력이 연방하원에 진입함에 따른 상황 변화와 밀접히 연관되어 있다. 이를 입증하고자 본 연구는 통합 유럽에 대한 사민당의 정치적 지향점과 주요 내용을 담고 있는 핵심 문건을 추적한다. 사민당의 함부르크 기본강령과 2013년 및 2018년 대연정합의문이 주요 분석 대상이다.

영어초록

After the 19th general election, which took place in September 24, 2017, the German politics are dramatically changing. The 4th Grand Coalition came to a launch half a year after the results of the election had come out. The results of the general election can be summarized into the followings; the weakening of the grand party, fragmentation of the party system, and the political entrance of the far right-wing party into the Bundestag. These phenomena are often described as the crisis of the existing political system and are said to be the crucial factor of the changes in the German politics. Due to the launch of the Grand Coalition, the concerned voices towards the chaotic German politics and the crisis of political system have subsided. Nevertheless, since the process of launching the 4th Grand Coalition was extremely complicated and difficult, the views that German political situation would not be smooth are dominant. In the center of this chaos stands the Social Democratic Party(SPD). Because the tracking of SPD’s confusion and political decisions is directly related to the fate of the 4th Grand Coalition, there is a need for a detailed research. In relation to this, the purpose of this paper is to analyse the launching process of the 4th Grand Coalition, which occurred against the prediction of the post-election and to seek for its cause. Especially, this paper is to find out the cause and process of SPD’s change of its course back to the rejoining in the Grand Coalition despite a sharp decline of an approval rate in the former rounds of the Grand Coalition and the agreement from the majority of the members of the party.
What this research pays attention to is the relationship between the political decision of SPD and the Integrated Europe in “crisis.” The political decision of SPD　to consecutively participate in the Grand Coalition is closely related to the changing situation due to the entrance of the far right-wing party into the Bundestag, which is against the unstable Integrated Europe such as Brexit and tendency towards transnational integration, To prove this, this research tracks down the key documents that contain the political orientation and statement of SPD for the Integrated Europe. SPD’s Hamburg Programme and the Coalition Contract of 2013 and 2018 are the main analysis targets.
