극우정당의 등장과 성장에 관한 연구: 영국독립당(UKIP)을 중심으로 (The Emergence and Growth of the Radical Right: Focusing on the UK Independence Party)

초록

오늘날 유럽에서 극우정당의 성장은 하나의 정치현상을 넘어 정치체제에 안착하는 모습이다. 이러한 모습은 극우현상이 일시적이거나 병리적 현상이 아닌 장기간에 걸쳐 진행된 정치변동의 과정 속에 이해해야 함을 보여준다. 그렇다면 극우정당의 성장이 계급기반의 결빙된 균열구조 안에서의 변화인가, 아니면 균열구조의 해빙과 그에 따른 새로운 균열구조로의 전환을 의미하는가? 극우정당의 성장은 정치적 균열구조의 변화에 대해 많은 시사점을 제공한다는 점에서 매우 중요하다. 그러나 극우정당에 대한 연구는 학자에 따라 다양한 정의와 용어의 사용으로 전체적인 시각에서 바라보는 데에 어려움이 있다. 본 논문은 먼저 극우정당의 등장에 관한 이론적 논의들을 살펴보고, 극우정당이 성장할 수 있었던 정치적 기회구조를 살펴봄으로써 극우정당의 등장과 성장에 대한 분석틀을 제시한다. 이에 따른 극우정당의 등장 배경으로는 가치선호의 변화, 사회구조적 변화, 유럽통합의 심화가 있으며, 성장요인으로는 거대정당의 대유럽정책, 정부의 이민정책, 그리고 계기적 사건으로 정체성폭력, 난민문제, 유로존의 위기를 선정하였다. 그리고 그 사례연구로서 영국독립당을 중심으로 살펴본다.

영어초록

This study analyses changes in the cleavage structure and the political opportunity structure acting on it as the reasons for the growth of the UK Independence Party (UKIP). Changes in political cleavage have progressed depending on the changes in social structure and value preference in the UK, and the deepening European integration internationally, which in turn have led to economic convergence and sociocultural polarization, respectively. In addition, the elements in the political opportunity structure that played a role in the increased votes gained by the UKIP include the government's open immigration policy and the policy towards the EU adopted by the main political parties. They can be described in detail as follows. First, social and structural changes have weakened and fragmented the working class and the rise of the middle class, which in turn have significantly weakened the voters' support for main political parties. This change has weakened the main political parties' influence and strengthened the opportunity for the UKIP, which had previously been located at the margin of the political arena. Second, changes in value preference have increased the voters' demand for new politics, thus forming the left-libertarian and, in reaction to this, the right-authoritarian also. While the main political parties did not take proper action against problems in the midst of the frame of the old politics, UKIP succeeded in mobilizing voters in the right-authoritarian and expanding its political space. Third, the deepening European integration has also affected the UK's political cleavage structure. The crack in voters' opinion regarding the European integration has caused disputes not only over national sovereignty and identity, but has also been revealed socially and culturally. The main political parties were unable to meet the demands of those who were skeptical of the European integration; therefore, the voters who were disappointed at the main political parties selected the UKIP.
